Dear University of St Andrews,

I would like to know the end of year mean average overall score of every 2017-18 honours years undergraduate student (names withheld) in:

BSc/MA Geography junior honours 2017-18
BSc/MA Geography senior honours 2017-18
BSc/MA Sustainable Development junior honours 2017-18
BSc/MA Sustainable Development senior honours 2017-18

For example, if Mr Anonymous as a BSc junior honours geography student in 2017-18 received module grades of a 14.0, 15.0 and 16.0 in first semester and module grades of a 14.0, 15.0 and 16.0 in second semester, Mr Anonymous' average for junior honours geography 2017-18 would be 15.0. I would like this calculated for every honours years Geography and Sustainable Development student who attended the University in 2017-18 and displayed on a table (with their names withheld). If students have taken modules in other subjects please include these module grades in their yearly averages.

Many thanks for your enquiry below. Before I can proceed to process your request however under the Freedom of Information (Scotland) Act 2002 (FOISA), I would be grateful if you could confirm your name please.

I am asking for this point of clarification as part of the University’s duty under Section 15 of the FOISA is to provide advice and assistance to enquirers. Details of your name is important for two reasons:

• For a request to be valid under section 8(1)(b) of the FOISA the name of the applicant needs to be stated in the enquiry –a request with only the first name of an applicant does not meet this requirement.
• To safeguard your own rights. In the event that the University answered your enquiry in such a way that you were unhappy with the response given, after an internal review, your next course of action would be to appeal to the Scottish Information Commissioner. The Commissioner however, is unable to deal with any applications where it is found that the original enquiry was invalid as in this case.

As part of our duty to advise and assist, it is worth noting at this stage that the FOISA provides a right of access to recorded information held by the University. This does not however, extend to requiring new information to be created. Where answering enquiry involves intellectual input and a level of data analysis rather than retrieving information that already exists in our records, then this will fall out-with the provisions of the FOISA.

Your request is considered to be invalid at present and will therefore be held pending until I hear from you further.
