Dear Tim Campbell,

Re: Freedom of Information Request.

I refer to your correspondence to the council and your request for the
following:

Independent Support Workers for Disabled Children -
https://www.contractsfinder.service.gov....
The details we require are:

• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages

• Actual contract values of each framework/contract (& any sub lots) •
Start date & duration of framework

• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?

• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?

• Who is the senior officer (outside of procurement) responsible for this
contract?

Leeds City Council does hold information on contracts, but we have not
provided the information to you, as the information requested is
reasonably accessible to you by other means and is therefore exempt from
release under section 21 of the Freedom of Information Act.

The Council is committed to being open and transparent about what it
spends and freely makes this information available in the public domain.

We publish lists of contracts currently in place with Leeds City Council
as well as expired contracts for the previous month where a tender process
has been run. Information includes title of contact, contractor, start and

In addition Leeds City Council is part of the regional e-tender portal
YORtender [3]https://www.yortender.co.uk which is used by 23 authorities
across the Yorkshire & Humber region using the YORtender website.
Suppliers can see the latest opportunities on the portal and can register
for free to receive automatic notification when authorities publish
opportunities for their area of expertise. Once registered suppliers can
use the portal to access tender documents and take part in tenders.

I trust that this response is satisfactory. If however you are
dissatisfied with this response you have a right to appeal to an
independent officer within the council. They will re-examine your request
and assess whether we have adhered to the requirements of the act. Should

writing to the above address.

You also have a right under Section 50 of the Freedom of Information Act
to ask the Information Commissioner to decide whether we have met with our
obligations under the act.  The Commissioner has however made it clear
that she expects all applicants to exhaust internal appeals procedures
prior to making such an application. Should you wish to contact the
Commissioner’s office then you can contact the Commissioner via her
website at [4]www.ico.org.uk
