Dear West Lothian Council,

I write to request answers to the lack of transparency, accountability, deliberate ignorance of any communications, false allegations, and no repercussions for dishonesty in regarding a false arrest and an inter-agency referral collaboration deeming a man with a history of domestic violence, psychological and emotion abuse fit and suitable to care for two minors, who are victims of parental alienation.

I have found that West Lothian Council Social Work Child Protection & Emergency Services & Children and Families unit including a collaboration with Police Scotland and other agencies forming an Inter-Agency Discussion are bias and very much prejudiced, favouring one parent and believing, malicious accusations from other unqualified civilians over falsely accused person where there was no substantial evidence against the individual the innocent and now acquitted parent.

1. Please advise the legislation that informs the duty of the police and social workers who when presented with evidence that either the other parent, social worker, Police Officer or civilian has been mis-truthful (perverted the course of justice) when a court case was current, but more importantly now the individual been acquitted by the court proving previous findings of fact have been based on malicious falsehoods?

2. Is it an offence for individual the (innocent) person to report false reporting or other criminal offences to social workers and including Police Scotland, The Crown and Procurator Fiscal’s Office or any other agency. If so what is the offence and please provide me with the relevant legislation showing this offence in law and include any/all Scottish Government policy? .

3. As this is an inter-agency collaboration what form of independent scrutiny and oversight of all decisions made within an inter agency discussion and subsequent investigations is there is place?

To support my request, Moi Ali said “all decision making requires accountability, transparency of process and where necessary independent oversight.”

Peter Cherbi of The Scottish Law Reporter Said “I wonder how often this scale of inter-agency failure in Scotland occurs .. quite a lot giving the appalling attitude’s against transparency from some of the already mentioned @COPFS and @PoliceScotland .. clearly a requirement for full disclosure in this case and others.”
