Independent Reviews of Progress

Dear Her Majesty's Chief Inspector of Prisons,
I refer to your earlier response to this issue (B24-2018) when so much was still in development, now that Independent Reviews of Progress (IRP) have been announced and implemented, I ask again for the answers which at the time you were unable to provide.

1. Please detail precisely what 'additional resources' have been made available to
HMIP by the Prisons Minister for IRP visits as referred to in his letter of 12th November.

2. What is the criteria for IRP establishment selection?

3. How long are IRP visits expected to take?

4. When will IRP reports be published?

5. You have said previously the HMIP publication 'Expectations' will not be updated and that Inspectors conducting IRPs "will instead come to judgements on progress made in key
recommendations in the latest inspection reports." Please provide a copy of the criteria against which Inspectors will 'come to judgements' on IRP visits.

7. Was a business case made out by HMIP for additional resources for IRPs and, if
so, please provide a copy of it. You said previously a case was made out but "the methodology for IRPs is still under development." Now it has been implemented please provide a copy of the Business Case.

8. Will IRPs be 'announced or unannounced' visits, and if a mixture of both what
is the criteria for making each such decision? You said previously "the IRP methodology is still in the development stage. but we currently intend that IRP visits will be announced to prisons, in writing." What is the final position on this?
