Dear Halton Borough Council,

A planning application has been submitted by the owners of the Weston Point incinerator for an increase from 480,000 to 2,007,200 tonnes of waste to be road transported too and from the site.
Is HBC refusing planning permission. Will an appeal by the applicant be challenged.

What budget account did the £1.5 million come from at the last failed appeal against increasing the amount of waste to be burned.
What was the cost in total to HBC council tax payers for this failed appeal.
Will a similar appeal be prepared with the risk of a further failure with similar costs to council tax payers.

What statistics are and have been collected as to the harmful pollutants being discharged from the facility.
Is a resident independent inspector on site to monitor what is being transported and incinerated.

Is independent records kept as to where the waste comes from and where the ash bottom goes to.

I can confirm that the costs paid in relation to the appeal relating to
the Energy From Waste Plant was £661,470.48

 

The Council has not determined the application therefore I cannot say what
decision the Council will make on the application. Nor can the Council say
what the applicant would do if the application was refused.

 

The Costs were paid from the Planning Cost Centre.

 

In relation to the Operation of the Plant and Emissions these details are
held by the Environment Agency. The Permitting regime does not include a
resident independent inspector.  

 

Records are kept by the Operator in relation to the where the waste coming
into the plant and ash leaving the plant.
