Im power request
Dear Northumberland County Council,
The release of the ImPower report isn't a normal business request. If it is as the result of the normal business of the council then could you please identify a) where the report has been tabled as a matter of council business and b) where it has been published for public consumption. The report dates from 2012 but NCC does not seem to have either discussed it formally and as a matter of council record and does not seem to have published it. If you believe this is a 'business as usual request', please explain to me what your criteria is for that judgement. It does not seem to have been discussed at Full Council, at a committee or sub-committee or in any other formally recognised forums.
I am simply seeking for the release of all correspondence that is linked to the production and discussion of this council funded report and since you seem to be describing it as 'business as usual' then I would request you view this request in the same way you processed a similar request from individuals related to the release of information around the council decision to remove Post 16 Transport funding. That was a matter of public record and 'business as usual', the ImPower report hasn't been discussed formally in the same way hence a Freedom of Information request to aid 'transparency' within Northumberland County Council

Mr Madderson - your request regarding publication of the above report has
been passed to me from the FOI team.
This report was considered by a working group which was set up by the
Council on 4 July 2012 to look at all the options available for future
service provision (a copy of those minutes are attached for info).
The working group was not a formal committee and therefore not open to
press and public and the papers it considered, of which the ImPower report
was one, were not published.
It met a number of times before finally reporting its findings to Council
on 3 April 2013 (copy of report also attached as well as the minutes of
the meeting).
As the matter has now been dealt with by the Council there would be no
reason or context in which to publish this report, as far as i'm aware.
However, we are currently seeking to establish what other information, if
any, we hold by way of "correspondence that is linked to the production
and discussion of this council funded report".
