Dear foi,

The answer to to your request for clarification is in the request.

Social Work and psychologically coerced children of course its a child protection issue. However, I’m not requesting information about sexual grooming, if I was I would have stipulated that in the original request.

Yours sincerely,

Ms S Kerr

I refer to your email dated 22 January 2020 and received on 22 January 2020, our reference is FOI 2020-0083.

I am pleased to give the information you requested and hope that it meets your requirements.

We don’t have any specific guidance other than reference to National Guidance for Child Protection in Scotland 2014. It's likely that this would be assessed in terms of the parent-child attachment, child's needs/behaviours and socio-emotional-psychological development as part of GIRFEC practice model.

Under FOISA, if you are dissatisfied with our response, you may ask the Council to review its handling of your request. If you wish to do this, you should make your request for review with 40 working days of receiving this email. Please make your request for review to Head of Legal Services, Council Offices, School Place, Kirkwall, Orkney, KW15 1NY or email to [Orkney Islands Council request email]. Dear Madam

Further to your email below, our response is as follows:

The GIRFEC approach is well detailed in the national guidance. Practitioners would refer to the My World Assessment Triangle in terms of assessing the parent-child relationship/attachment 'What I need from those who look after me' - this reflects the Department of Health published assessment triangle in England 'Parenting Capacity'.

We would tend to assess concerns that the child is being coached or psychologically coerced in terms of emotional abuse which is defined in the guidance.

I trust this is helpful but please do not hesitate to contact me if there is anything further you require.
