I refer to your request for information received on 20 January 2020 in
which you asked the Council for the following information:

 

1.     Please advise your policy, procedures and training programme for
Social Work staff dealing with and identifying ‘Coached or psychologically
coerced children?’

Clarification of request

 

Please note that the Council cannot accept your request because it is
unclear. In relation to Q2 and 3 can you confirm if the policies and
procedures requested are for Social Work only or for the Council overall?

 

As soon as we receive your clarification, we will deal with your request.
We will respond to you within 20 working days.

 

Request for Review

 

The Council has a Review Panel to deal with complaints from people who are
not happy about the way that it has handled their request. Staff not
involved in the original decision will handle any review.

 

If you want to complain, you can ask the Review Panel to look at the way
that we have dealt with your request. It will consider whether we have
complied with the requirements of FOISA. Please note that if you wish to
complain, you must do so by 21 May 2020.  You must explain why you are not
happy when requesting a review.

 

Please note that the Review Panel cannot look at any decisions taken by
the Council or actions of the Council or any of its employees or a service
provided by it that are not connected to the handling for request for
information.

Dear South Lanarkshire Council,

Coercive psychological systems use psychological force in a coercive way to cause the learning and adoption of an ideology or designated set of beliefs, ideas, attitudes, or behaviors. A victim may be subjected to various types of coercive influence, anxiety and stress-producing tactics over time.
In a psychologically coercive environment, the victim is forced to adapt in a series of small "invisible" steps. Each step is sufficiently small that the subject does not notice the changes or identify the coercive nature of the process until much later, if ever. These tactics can be reinforced in a group setting by well-intended, but deceived, "friends and allies" of the victim. (Good-cop/Bad-cop).
This keeps the victim from setting up the ego defenses normally maintained in known adversarial situations.
Psychological coercion overcomes the individual's critical thinking abilities and free will - apart from any appeal to informed judgment. Victims gradually lose their ability to make independent decisions and exercise informed consent. Their emotional defenses, cognitive processes, values, ideas, attitudes, conduct and ability to reason are undermined, and decisions are no longer through meaningful free choice, rationality, or the inherent merit or value of the ideas or propositions being presented.
