I saw police body cam footage in the national press - on what basis do the police release such material?

Dear Sussex Police,

I know you have no real regard for the the law or due process, but I would be interested in the line of argument the police pretend to use to permit the release of bodycam footage to the media.

When a 4'6" (high and broad) sussex robocop invades a private home with an undeclared bodycam running then has the footage released to the media - under what law/right would this sale of judicial material be legal?

If the above is too confusing, or is seen as an excuse to frustrate the FoI request I will restate it as:-

When in law is plod allowed, permitted or required to release bodycam recordings outside of police control?
