In response to your specific questions, you asked :

How many licensed hackney carriage taxicabs have zero-emissions
capability?

What percentage of all licensed hackney carriage taxicabs have
zero-emissions capability?

As of 13 March 2019, TfL has licensed 1,250 ZEC taxis which is 6.2 % of
the taxi vehicle fleet.

How many licensed private hire vehicles are hybrids?

We undertook fleet analysis for private hire vehicles on 28 December 2018,
as of this date there were 37,260 licensed hybrid-petrol and hybrid-diesel
private hire vehicles.

How many licensed private hire vehicles are all-electric?

As of 28 December 2018 there were 182 electric private hire vehicles.
