"How many joiners, movers, and leavers do you process per year? Please
could you advise if you’re referring to the volume of safeguarding

I can confirm that I am interested in understanding your staffing joiners, movers and leavers, and not volumes of reports and enquiries you process. If you have the figures for 01JAN19-31JAN19, accepting we've only just passed the new year, that would be great.
If easier to access and provide, I'd be happy with the '18'19 financial year figures.
If either of these time periods are subject to unusual fluctuations such as caused by mergers or separation of services, could you provide the information for a year period before the event took place.

Relating to the response above, I am interested to understand how many people are responsible for managing the staff records post recruitment and how many are responsible for creating all the associated system access accounts and relevant pick list entries within the system.
As an example, a new safeguarding officer is appointed and they are given an email address, and need to become a selectable option in your visit or concerns management system(s).

Do you have an automated system to manage ESR? Are you referring to an
electronic staffing record?
Yes, again related to the above, I would like to understand if you have any automated way of creating user accounts and any system pick list options available, with the starting trigger being your Electronic Staffing Record system.

System access accounts. Using a single sign on solution should allow users logged into devices to seamlessly access numerous applications without the need to log into separate applications with different usernames/passwords.

meant by the organisation i.e. the Council or Adults social care?"
As I am unaware of the difference an incorrect request may take, I would offer the following.
I am interested in understating how many people are involved in the data quality checking process of information relating to your service users/client/patients. It would be the individuals or teams that would seek to find an incorrectly recorded activity or cost centre.
I think, as my requests are service focused, it's likely to be those within your Adults Social care boundary rather than the wider council remit but I hope my description helps you to decide which is most appropriate.

asking about IT’s involvement in creating IT account and/or other
associates system access accounts?
The process by which JML's are managed in an organisation differs considerably.
Some organisations have roles that manage the staff record from the initial ESR entry through to managing staff role information outside of ESR, others separate the tasks. I am looking to understand if there's a relationship and from an HR perspective, how much time is spend undertaking any task in such a process. If these figures are challenging to find, I would be happy with a confirmation of the number of people who manage the ESR specifically.

Another question to which I have received various responses about utilisation from different organisations. As you highlighted for point number two, this could very well be for IT to create accounts, or to application managers to update or change a name of a staff entry in their system. So wording differently, could you confirm if your ESR is used to create extracts (spreadsheets or reports) which are used to populate the staff information into any department and/or system, or used for HR staff management only.

see the information below in response to your request: -

 

How many joiners, movers, and leavers do you process per year?

Safeguarding team New Starters Leavers
2018/19 3 0
2019/20 (as at Jan) 2 0

 

How many staff/whole time equivalents manage this process?

There is 13 employees / 12.2 full time equivalent (FTE)  in the HR
Strategic Resourcing team who deal with recruitment.  There is 6 employees
/ 6 FTE in the HR Transactions team dealing with leavers and transfers to
new posts.

 

Do you have an automated system to manage ESR?

Yes, Business Objects is used to create reports, which are both used by HR
staff and to populate the staff information into other system.

 

Do you use a single sign on solution across the organisation to manage the
accounts?  If so, which solution do you have?

No

 

How many people are in your organisation's data quality team?

There isn’t one Data Quality Team.  Data Quality is the responsibility of
all operational teams.  However, there is a dedicated Adult Social Care
Performance Team who have a role in supplying Data Quality reports which
are sent to relevant teams on a monthly basis.  It is the operational
teams responsibility to make the corrections in the Social Care IT
system.  Data Quality is also addressed through a dedicated Adults IT
Systems Team and by members of the Finance Team, as part of monthly budget
monitoring cycles.  We are unable to provide numbers of people due to
operating in a Shared Staffing Structure another Council.  This
information doesn’t exists.
