Michael,

HS2 Ltd always say costs are 'commercially confidential', even when clearly they shouldn't be. You will now have to request an internal review, then after they say the same thing, complain to the Information Commissioner

I am writing to request a review of the Freedom of Information Request made by myself on the 7th January 2019, HS2 Ref: FOI19-3042.

I am making this request for the following reason/s…

The requested information concerns a small segment of the overall Phase 2A, which from my understanding is to be put out to tender as a complete section from Birmingham to Manchester, as opposed to individual components. If HS2 was to put out to tender this tunnel section alone, the subject of my request, then I could fully understand how it may prejudice HS2 obtaining value for money.

Information in relation to the costing of options including has already been published within HS2 Ltd own report to government entitled “Options for phase two of the high speed rail network” dated 29 March 2012. Sufficient information is available to enable potential bidders to make their own comparisons and adjust their bids accordingly, although only with regards to certain route sections.

The idea that potential bidders will use any costs published by HS2 especially when estimated cost of the phase 2 leg, has jumped by 39.20% according to STOPHS2 is preposterous.

Due to the above am of the opinion that the requested information wouldn’t cause harm to HS2 commercial position nor prejudice future procurement's.

Dear Mr Palmer,

Further to my request for a review dated 1st April 2019 I would like to add:

It is currently not yet known how it is proposed to construct this tunnel i.e. whenever or not it is to be bored “by either using tunnel boring machines (TBMs) or by excavation of a single-bore tunnel with mechanical plant.”. High Speed Two, Phase 2a Information Paper, F2: Phase 2a Tunnels / Page 4.
