Dear Bristol City Council,

In an email to staff dated 13/08/2012 your Service Director HR and Shared Transactional Services states the following:

"Following a discussion with Pete Hartell, who as many will know recently retired, I am pleased to say he has agreed to work part time for a short period commencing September 2012. He will report directly to me and will assist with the implementation and completion of the HR Review."

Since rules forbid retired employees from drawing a local government pension and taking a local government salary could you provide me with the following information:

1. On what basis is Mr Hartell being employed. ie. what type of contract or agreement is in place?

2. If a private company has been procured to work part time on the HR Review, the name of that company?

3. How much is it proposed to pay any individual or any private company to complete the work over what period?

4. What type of recruitment/procurement process was used to recruit for the work?

5. The number of people or businesses who applied or expressed an interest in doing the work?

6. What efforts were made to use existing staff to complete the work?

7. Who authorised the recruitment/procurement of this work?

I am writing in response to your Freedom of Information request we
received on 5 September 2012. The questions in your request are reproduced
below along with our response.
 
1. On what basis is Mr Hartell being employed. ie. what type of contract
or agreement is in place?
 
The information that you have requested is personal to Mr Hartell and is
therefore exempt from disclosure under S.40 of the Freedom of Information
Act. 
 
2. If a private company has been procured to work part time on the HR
Review, the name of that company?
 
No private company has been employed to work on the HR Review.
 
3. How much is it proposed to pay any individual or any private company to
complete the work over what period?
 
As only one individual has been employed to work on the HR Review, the
salary paid to this person is personal data, therefore it is exempt from
disclosure under S.40 of the Freedom of Information Act.
 
4. What type of recruitment/procurement process was used to recruit for
the work?
 
This was an agency placement.
 
5. The number of people or businesses who applied or expressed an interest
in doing the work?
 
N/A - please see the answer to 4. above.
 
6. What efforts were made to use existing staff to complete the work?
 
None, this would not be appropriate as all internal HR staff are affected
by the HR review.
 
7. Who authorised the recruitment/procurement of this work?
 
All agency placements are agreed by the Chief Executive through the
Vacancy Management Panel process.
