Hoylake Golf Resort - Council's expected income stream

The golf resort is intended, by various means, to help plug the hole left by withdrawal of Government's Core Grant to Council. The timetable for Planning Permission and construction is extended and it is foreseeable that the resort will not be complete or of sufficient size to meet expected needs in time.

1. What plans does Council have to meet the shortfall between cut-off of the Grant and full income stream?

2. When will Council be in receipt of the full intended income?

3. What is the effect on Council's income of an incomplete resort from such as Business Rates, share of profits and loan interest paid by Developer?

4. What plans does Council have to counter adverse effects?

Since inception, there has been talk of the hotel being of 200 to 250-bedrooms.

5. What is the effect on income from such as reduced Business Rates, reduced share of profits and less than expected loan interest paid by Developer of its being reduced to 90-bedrooms?

6. With interest at 5%, what is the expected redemption date?

7. What would that date have been if the hotel had been of 200-bedrooms?

I refer to your email of 6 March in which you made the following request
for information:

I consider that  the information you have requested is environmental
information under the Environmental Information Regulations 2004, (“EIR”).
Regulation 2 (1) (c) of the EIR provides that measures including
administrative measures), such as policies, legislation, plans,
programmes, environmental agreements, and activities affecting or likely
to affect the elements is environmental information. Plans and activities
likely to affect  the land which will form part of the proposed Hoylake
Golf Resort Project come within the definition of environmental
information.

 

I have had regard to the Information Commissioner’s Guidance, ‘Determining
whether information is held’ 20150625 Version:3.0.

 

Regulation12(4)(a) of the EIR provides that a public authority may refuse
to disclose information to the extent that – it does not hold information
when an applicant’s request is received.

 

The information you have requested was not held by the Council when your
request was received. The Council is not under an obligation to create
information following a request. I have therefore concluded that the
Council does not hold the environmental information you have requested.
You have separately been provided with a copy of the Development Agreement
(redacted in part).

 

You have the right to make representations to the Council in respect of
this response. Any representations should be made to
