How is it possible to legally AVOID CAPITAL GAINS TAX? Selling properties between family members??

Dear HM Revenue and Customs,

Under the FOI act , please can you supply the booklet or the guidelines for the following;
1) How is it possible to legally AVOID CAPITAL GAINS TAX? Selling properties between family members?? example ;- house is worth, say £200k & is sold between parties for £30K?
2) Is this legal or does this sound like a fraud?
3) Is there any legal way to sell properties at a loss (compared to the market value)to a family member?
ie; whether by a trust fund to another family member?
4) through a limited company run by a family member?
5) from a family member to one another?
6) Any given combination (in other words)?
