How bright are your lights?

Dear Surrey County Council,

The Charlton Lane waste management facility at Shepperton has a chimney stack some 49 metres high. On it, placed high up, are some very bright red lights. There are more bright lights approximately half way down the stack.

Please indicate their specific purpose, as my understanding is that they are unnecessary at this height.

I understand these types of red warning lights are described by their intensity, high, medium, low. What intensity are the lights placed high up, and also midway up? Could you also indicate their intensity by lumen/ candela rating, please.
