Dear HM Revenue and Customs,

I am trying to find out why members of the House Of Lords are not liable to pay income tax on their attendance allowance and what HMRCs reasoning behind this is.

You say that "the information may be held across a range of HMRC business areas" so perhaps you could tell me which areas it is likely to be held by and I could narrow my request to a search of that area only.
