Kent Police and Crime Commissioner did not have the information requested.

Dear Kent Police and Crime Commissioner,

I would like to see full detail of the Horseshoe Project currently being run and managed by Kent Constabulary, Kent County Council, Kent Horsewatch and I believe Ashford Borough Council, The RSPCA and National Rail. Please provide as much detail as to the involved parties, designated titles, duration, results (good and bad), minutes and any other relevant detail.

As the PCC, there are certain things that I can and cannot become involved
in. I set Kent Police's county-wide priorities and hold the Chief
Constable to account for delivering them. I decide the council tax precept
and determine the overall Police budget. I also commission services for
victims and Crime prevention.

 

I am not responsible for operational matters, such as Police complaints
(except those against the Chief Constable) or deployment of Officers, for
example, so your email may be referred to Kent Police or another body.

 

You should not e-mail the Office of the Police and Crime Commissioner in
an emergency.  When life is in danger or a crime is in progress, always
call 999.

Thank you for the Freedom of Information Request (FoIR) you recently sent
to the Office of the Kent Police & Crime Commissioner (OKPCC).   

Section 1 of the Freedom of Information Act (FoIA) places two duties on
public authorities:

 

·         Unless exemptions apply, the first duty at Section 1(1) (a) is
to confirm or deny whether the information specified in a request is
held. 

 

·         The second duty at Section 1(1) (b) is to disclose information
that has been confirmed as being held. 

 

·         Section 17 of the FoIA requires that where exemptions are relied
upon, we provide the applicant with a notice which:

o   states that fact

o   specifies the exemption(s) in question and

o   states (if that would not otherwise be apparent) why the exemption
applies.

I would like to see full detail of the Horseshoe Project currently being

Having considered your request, I must advise that the OKPCC does not hold
any information identified under the specific term ‘Horseshoe Project’.

 

However, to assist, the following is provided for transparency purposes. 
I must advise that we do not hold any more details on either of the
matters outlined below, and therefore cannot advise you if/how they are
linked to the project you are seeking information about.

 

You will find Operation Horseshoe referenced in point 5 of this
Performance and Delivery Board [1]paper.

 

In addition, in December 2016, Temporary Inspector Dave Smith provided us
with the following information to assist with an enquiry about animal
cruelty.  Due to the date of receipt, it may not reflect the current
arrangements.

 

‘I chair a working group that addresses equine neglect called (Op
Shetland).  The group comprises of Police, RSPCA, Kent Horse Watch,
British Horse Society, KCC trading standards, KCC Analysts, Lingfield
vets, KCC Gypsy Traveller manager, GLT amongst others.  It addresses the
‘dump to die’ issue of neglected, unwell horses being dumped either dead
or dieing across the county.  The group works in education & prevention as
well as enforcement’.  [sic]

 

To obtain the fuller information you seek, you could write to Kent Police.
Guidance in this respect is provided [2]here.  We cannot guarantee
however, that if held the information will be released, as this must be
assessed under the relevant legislation.

Under the FoIA, if you feel your request has not been properly handled or
you are otherwise dissatisfied with the outcome of your request, you have
the right to appeal. This would be to this Office in the first instance.
You can do this by e-mail or by post to the address at the foot of this
communication. We will then conduct an internal review to investigate the
matter and endeavour to reply within 20 working days.  If your appeal
concerns the decision to apply an exemption, it would assist the review if
you outline why you believe the exemption does not apply.
