To Whom It May Concern,

I am writing to you requesting information under the Freedom of Information Act (2000), regarding the topic of homelessness in your area. The information that I require is as follows:

• What was the number of people in temporary accommodation organised by the council in each of the years from 2010-2018?
• How many of those in temporary accommodation were children in each of the years from 2010 to 2018?
• How many of those in temporary accommodation were children in each of the years from 2010-2018?
• What was the average length of time a family spent in temporary accommodation in each of the years from 2010-2018?
• How many people were placed in B&B accommodation in each of the years from 2010-2018?
• How many people were given temporary accommodation outside of the council area in each of the years from 2010-2018?
• How many children were given temporary accommodation outside the council area in each of the years from 2010-2018?
• What is the average cost per night paid by the council for temporary accommodation in each of the years from 2010-2018?

Freedom of Information Act.

 

Subject Matter:

I am writing to you requesting information under the Freedom of
Information Act (2000), regarding the topic of homelessness in your area.
The information that I require is as follows:

 

•What was the number of people in temporary accommodation organised by the
council in each of the years from 2010-2018?

The information you have requested is publicly available on the gov.uk
website, using the following link:

Between 2010 and 2018, local authorities were required to submit quarterly
returns to central Government on homelessness figures and numbers
accommodated in temporary accommodation. This was called the “P1E
Households dealt with under the homelessness provisions of the 1996
Housing Act”. Following implementation of the Homelessness Reduction Act
2017, on 3 April 2018, the Ministry of Housing, Communities and Local
Government (MHCLG) changed the way of collecting data from local
authorities on statutory homelessness, and the P1E aggregated return has
been replaced by a new quarterly case level collection called H-CLIC.

 

Please note that all P1E returns were for households, not individuals, and
a household could comprise many household types including a single person,
single parents or a couple with or without dependents. From the webpage
listed above, please click on the following three spreadsheets to confirm
the number of households accommodated in temporary accommodation in all
the years you require data for:

 1. Detailed local authority level homelessness figures: April 2017 to
March 2018 (revised)
 2. Detailed local authority level homelessness figures: April 2016 to
March 2017
 3. Detailed local authority level homelessness figures: 2009 to 2016

 

Click on Section 6 of each of the three spreadsheets and search by local
authority name to find the total number of homeless applicant households
accommodated by each authority at the end of the quarter.

E6 table (in Section 6) confirms numbers accommodated in Bed and Breakfast
at the end of the quarter (and other types of temporary accommodation e.g.
hostel, Council owned stock or RP stock), how many households had a
dependent child or were pregnant; how many were resident for more than 6
weeks; and how many households comprised 16 or 17 year olds (as the main
applicant).

*PLEASE NOTE: A household can be accommodated in TA over more than one
quarter so quarterly totals should not be added together to get an annual
total as this can lead to double counting*

 

•How many of those in temporary accommodation were children in each of the
years from 2010 to 2018?

•What was the average length of time a family spent in temporary
accommodation in each of the years from 2010-2018? This is an extremely
difficult and onerous question to answer for the period requested.
However, some information on average length of stay, for households with
dependent children, can be found in the Council’s Homelessness Review 2018

As above

 

•What is the average cost per night paid by the council for temporary
accommodation in each of the years from 2010-2018?

We presume you mean B&B accommodation which is paid on a nightly basis.

The Council did not use B&B in the period prior to June 2012. The nightly
charge for B&B will vary considerably throughout the year, depending on an
range of factors including for example how full a B&B, its location, and
whether there is an event at Silverstone etc. In 2019, the average cost
for a Travelodge hotel bed (the Council’s provider of B&B accommodation)
is £75 per night
