To whom this may concern,

I am seeking information from your local authority under the Freedom of Information Act (2000), regarding the topic of homelessness in your area. My questions are as follows:

• What was the number of people found to be rough sleeping in the area administered by the council in each of the years from 2010 – 2018?
• What was the number of people found to be homeless in the area administered by the council in each of the years from 2010 to 2018?
• How much was spent by the council on schemes aimed at tackling homelessness in each of the years between 2010 and 2018?
• How much was spent by the council on ‘Housing First’ style schemes aimed at tackling homelessness in each of the years between 2010 and 2018?
• How much was spent by the council from Government grants on ‘Housing First’ style schemes aimed at tackling homelessness in each of the years between 2010-2018?

If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

If you have any queries, please do not hesitate to contact me via email and I will be pleased to clarify what I am asking for and discuss the request.

Thank you very much for your help regarding this topic, I look forward to you reply in the near future.

Information Governance (SNC), South Northamptonshire District Council

Dear Ms Thomas

Freedom of Information Act 2000

Reference FIS000394

Please find below the response to your request under the terms of the
Freedom of Information Act.

Subject Matter:

I am seeking information from your local authority under the Freedom of
Information Act

(2000), regarding the topic of homelessness in your area. My questions are
as follows:

 1. What was the number of people found to be rough sleeping in the area
administered by the council in each of the years from 2010 – 2018?

We conduct an annual Rough Sleeping Estimate each year as required by
Govt, and we presume this is the data you require. The results of this are
publicly available information, but to assist, our returns over the period
have been as follows:

2010 2011 2012 2013 2014 2015 2016 2017 2018
0 0 6 2 2 0 3 2 0

 2. What was the number of people found to be homeless in the area
administered by the council in each of the years from 2010 to 2018?

The information you have requested is publicly available on the gov.uk
website, using the following link:
[1]https://www.gov.uk/government/statistica...

Between 2010 and 2018, local authorities were required to submit quarterly
returns to central Government on the number of households making a
‘homelessness approach’ and the number of decisions issued by local
authorities on their circumstances.  This was called the “P1E Households
dealt with under the homelessness provisions of the 1996 Housing Act”.
Following implementation of the Homelessness Reduction Act 2017, on 3
April 2018, the Ministry of Housing, Communities and Local Government
(MHCLG) changed the way of collecting data from local authorities on
statutory homelessness, and the P1E aggregated return has been replaced by
a new quarterly case level collection called H-CLIC.

Please note that all P1E returns were for households, not individuals, and
a household could comprise many household types including a single person,
single parents or a couple with or without dependents. From the webpage
listed above, please click on the following three spreadsheets to confirm
the number of households making an approach as homeless and for who we
made a statutory decision in all the years you require data for:

 1. Detailed local authority level homelessness figures: April 2017 to
March 2018 (revised)
 2. Detailed local authority level homelessness figures: April 2016 to
March 2017
 3. Detailed local authority level homelessness figures: 2009 to 2016

Click on Section 6 of each of the three spreadsheets and search by local
authority name to find the total number of households by each authority at
the end of the quarter.

 3. How much was spent by the council on schemes aimed at tackling
homelessness in each of the years between 2010 and 2018?

We ‘tackle homelessness’ through our payment of Discretionary Housing
Payments, our Deposit Guarantee Scheme and the provision of temporary
accommodation. Cost for each scheme are as follows:

 a. discretionary housing payments (in £)

2009 2010 2011 2012 2013 2014 2015 2016 2017 2018
7770.41 3645.65 6,007.89 14,682.74 64,173.25 60,229.40 52,692.77 64,169.06 88,194.96 76,552.38

Our Deposit Guarantee Scheme was launched in 2010. The table below shows
the sum underwritten each year and the total spend, which is deposits that
were claimed on by the landlord.

  2010 2011 2012 2013 2014 2015 2016 2017 2018 2019
Underwritten 2175 8820 13912 9797 4305 1867 13360 14352 8649 2050
Spend 0 550 1762 2317 1445 890 685 2040 3145 130

Our verified overall total expenditure on all forms of temporary
accommodation is as follows. We do not have available data prior to
November 2012.

Nov 2012/ Mar 13 16,525
2013/14 35,977
2014/15 12,672
2015/16 22,361
2016/17 108,150
2017/18 117,835
2018/19 89,245

 4. How much was spent by the council on ‘Housing First’ style schemes
aimed at tackling homelessness in each of the years between 2010 and
2018?

We have not operated a Housing First scheme in any of these years.

 5. How much was spent by the council from Government grants on ‘Housing
First’ style schemes aimed at tackling homelessness in each of the
years between 2010-2018?

We have not operated a Housing First style scheme in any of these years.
