Homelessness MAIN QUESTIONS

The request was partially successful.

To whom this may concern,

I am seeking information from your local authority under the Freedom of Information Act (2000), regarding the topic of homelessness in your area. My questions are as follows:

• What was the number of people found to be rough sleeping in the area administered by the council in each of the years from 2010 – 2018?
• What was the number of people found to be homeless in the area administered by the council in each of the years from 2010 to 2018?
• How much was spent by the council on schemes aimed at tackling homelessness in each of the years between 2010 and 2018?
• How much was spent by the council on ‘Housing First’ style schemes aimed at tackling homelessness in each of the years between 2010 and 2018?
• How much was spent by the council from Government grants on ‘Housing First’ style schemes aimed at tackling homelessness in each of the years between 2010-2018?

If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

If you have any queries, please do not hesitate to contact me via email and I will be pleased to clarify what I am asking for and discuss the request.

Thank you very much for your help regarding this topic, I look forward to you reply in the near future.

Yours faithfully,

Emily Thomas

therefore you will receive a response by 18 October 2019 or earlier.
For your information, the Act defines a number of exemptions, which may
prevent release of the information you have requested. There will be an
assessment and if any of the exemption categories apply then some or all
of the information may not be released. You will be informed if this is
the case, including your rights of appeal.

If any of the information you have requested is not contained in a
recorded format, South Norfolk Council is not obliged to create
information for the purpose of responding to your request

There may be a fee payable for ‘reasonable disbursement’ costs such as
postage and photocopying. This will be considered and you will be informed
if a fee is payable. In this event the fee must be paid before the
information is processed and released. The 20 working day time limit for
responses is suspended until receipt of the payment.

Dear Emily

I refer to your Freedom of Information request to which I am now in a
position to respond. My response is outlined below along with your
questions for ease of reference. Please note that we only retain data for
5 years, therefore we do not hold the data for the time referred to in
your request.

•       What was the number of people found to be rough sleeping in the
area administered by the council in each of the years from 2010 – 2018?

Our annual rough sleeper count is recorded here
[1]https://www.gov.uk/government/collection...

These tables show the official recorded rough sleeper figures for all
local authorities for a “typical night” and all local authorities are
required to undertake a count or estimate each year. We appreciate this is
not the same as recording all rough sleepers in a district throughout the
year. We have increased the resource aimed at helping rough sleepers in
recent years. We recorded a total of 65 rough sleepers across the
Broadland and South Norfolk District between January 2018 and March 2019.
So far in 2019 we have recorded 27 rough sleepers in both authority areas.

•       What was the number of people found to be homeless in the area
administered by the council in each of the years from 2010 to 2018?

14/15 - 48
15/16 - 48
16/17 - 63
17/18 - 45
18/19 - 80

•       How much was spent by the council on schemes aimed at tackling
homelessness in each of the years between 2010 and 2018?

Below are the total spends (Gross cost) for homelessness and temporary
accommodation for the periods requested. We have not included staff costs
in this because all our housing roles are generic and it is impossible to
split the proportion of time spent on homelessness in previous years.

14/15 -  £252,291.51
15/16 -  £186,247.85
16/17 -  £182,767.23
17/18 -  £135,044.88
18/19 -  £169,145.33

•       How much was spent by the council on ‘Housing First’ style schemes
aimed at tackling homelessness in each of the years between 2010 and 2018?

N/A

•       How much was spent by the council from Government grants on
‘Housing First’ style schemes aimed at tackling homelessness in each of
the years between 2010-2018?

N/A

I hope this is of assistance and is sufficient to meet your requirements,
but if, for whatever reason you wish to get back to me, please feel free
to do so. In particular if you are unhappy with the information provided
or how your request was handled please let me know and I will explain how
you can request an internal review of our decision.

Please quote FOI 19-483 in any further correspondence concerning this
request.
