Dear Lincolnshire County Council,

I am writing to make an open government request for all the
information to which I am entitled under the freedom of information
act.

In order to assist you with this request, I am outlining my
query as specifically as possible. If however this request is too wide or too unclear, I would be grateful if you could contact me as I understand that under the act, you are required to advise and assist requesters.

I would be grateful if you could tell me, firstly the amount of homeless people currently living on the streets in the Lincolnshire regions, specifically the town of Lincoln. Secondly, please could these be divided in to age groups ranging from: 0-16 17-25 26-35 36-45 46-50 60 and above. I would also like them to be divided into nationality if possible. I would like the information from 2005, 2006, 2007, 2008, 2009 and 2010.

Although I would highly appreciate a reply sooner due to deadlines,I understand that under the act I should be entitled to a response within 20 working days. I would be grateful if you could confirm via email that you have received this request. Thank you and I look forward to hearing from you in the near future.

Hi Adam,

 

I see you have made a FOI request relating to Lincolnshire County Council
about rough sleepers in Lincoln. It is the City of Lincoln Council that
deal with rough sleeping rather than the County Council; I expect they
will respond to you in due course.

 

If you want general statistics on rough sleepers I would suggest you look
at [1]www.homeless.org.uk  or [2]www.dclg.gov.uk

 

Councils have to do annual counts and submit annual returns; however these
would not include ages or nationalities so you may find this information
will not be available.

spoken with our Housing Department I am able to inform you that we do not
hold the information that you are requesting and that Lincoln County
Council will hold the figures for their City.

Your request for information has now been considered and the information
requested is enclosed.

 

I would be grateful if you could tell me, firstly the amount of homeless
people currently living on the streets in the Lincolnshire regions,
specifically the town of Lincoln. Secondly, please could these be divided
in to age groups ranging from: 0-16 17-25 26-35 36-45 46-50 60 and above.
I would also like them to be divided into nationality if possible. I would
like the information from 2005, 2006, 2007, 2008, 2009 and 2010.

 

Please find the information available for the West Lindsey district for
each of the respective years.

Since January 2012, West Lindsey District Council has benefitted from a
quarterly ‘hot spot’ check, carried out by Framework housing association.
This hot spot check gives us an informed picture of rough sleeping across
the district. Previous to this, we were not required to carry out a check
on rough sleeping unless we estimated there to be more than 10 in our
district. Above, shows the estimate we were required to make as part of
our annual return. From 2009 onwards the annual return no longer require
to make this estimate.

I refer to previous correspondence regarding your request for information
relating to: Homelessness Statistics.

 

The information you requested is given below:

 

In line with Government requirement’s North Kesteven District Council,
undertook a Rough Sleepers estimate for 2012/13, reporting zero rough
sleepers in the district. I can confirm that the Council has submitted a
zero return for each of the years requested.

 

Whilst there is no evidence to suggest that it is an issue within this
district, from time to time the Council does receive anecdotal reports of
rough sleeping and approaches from persons claiming to have slept rough. 
The Council is therefore working with other partners in the County to
address the issue of rough sleeping. Framework has been commissioned to
undertake quarterly night visits to locations identified within the
district as a hotspot for rough sleepers, to date no-one has been found to
be sleeping rough within the district. 

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted to the Freedom of Information Officer within two months of the
date of receipt of the response to your original letter either via email
