Dear Florence Wood,

Please accept our apologies for the delay in responding to your request
for information – Enquiry details - F00020897

Please can you provide a breakdown of:

1. The total current number of homeless people by age group, including
rough sleepers (15-24; 25-34; 35-44; 45-54; 55-64; 65+) 

Question 1 of your enquiry has been refused under Section 12 of the FOIA
where the cost of compliance exceeds the appropriate limit for the
information requested in.

It is estimated that the amount of data sources that would require
interrogation, along with the staff time required to interrogate and
compile the data as it is not easily extractable and that this would be in
excess of 24 hrs staff time

Section 12 of the Act makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed
the appropriate limit, which for Flintshire County Council is £450. This
represents the estimated cost of one person spending 2.5 working days in
determining whether the department holds the information, locating,
retrieving, and extracting the information.

2. The current number of rough sleepers by age group 

2 rough sleepers

1x 25-34

1x 45-54

3. The total number of homeless deaths by age group (number of deaths
within the 12 months up to the latest data) 

0 deaths of people in homeless accommodation

0 deaths of known rough sleepers

Unable to provide other information as only able to report on people open
to homeless services and in accommodation

4. The cause of death as a percentage of all deaths (suicide, alcohol,
drugs, etc.)     -

5. The cause of death for homeless individuals aged 15-24 as a
percentage.             -

Dear Florence

Further to your request for an internal review into the handling of your
recent freedom of information request, I have looked into the matter and
your complaint has been upheld.

On the 8^th December 2022, the Council logged a freedom of information
request from yourself that related to homeless people. The statutory
deadline for response was 9^th January 2023. The Council responded to your
request on the 23^rd February 2023, 34 working days overdue. The Council
has therefore failed to meet its statutory obligations on this occasion.

Please be assured that response rate performance is monitored by the Chief
Officer Team and performance is also reported on the Council website for
full transparency.

I am sorry that on this occasion the Council was unable to meet the
statutory timescales.

I trust that this brings the matter to a close but if you remain
dissatisfied you have the right to escalate the matter to the Information
