1. Over the past twelve months, how many people have made a homeless application at the Council?
2. Over the past twelve months how many people have been provided with interim accommodation pursuant to s.188 (1) of the Housing Act 1996?
3. Over the past twelve months, how many people have been provided with interim accommodation pursuant to s.189 (b) of the Housing Act 1996?
4. Over the past twelve months, how many homeless applicants have had their personal property protected by the local authority?
5. Please state the average length of time that the homeless applicant’s personal property is stored by the local authority?
6. Please provide details of the average cost of storing a homeless applicant’s personal property?
7. Under what circumstances do the local authority protect the personal property of homeless applicants?
8. As part of the homeless application process does the local authority expressly ask the homeless applicant, whether they need their personal property protected?
9. If not, please state the reasons why not?

Wandsworth Request for Information - 2019/1836 - Homeless Applications

 

I refer to your request for information received on 11/10/2019. Please
accept our apologies for the delay. Please see the information below in
response to your request: -

 

The Housing and Regeneration Department migrated to a new IT system in
August 2019 and the reporting functionality is still in transition. The
Department can however, provide the data for the 12 month period between
1/8/2018 and 31/7/2019.

 

1. Over the past twelve months, how many people have made a homeless
application at the Council? 2,271

 

2. Over the past twelve months how many people have been provided with
interim accommodation pursuant to s.188 (1) of the Housing Act 1996? 872
applicants were provided with interim accommodation across both s.188 (1)
and s.189 (b) duties between 1/8/18 and 31/7/2019. The Department is
unable to provide a breakdown of the s.188 (1) and s.189 (b) interim
accommodation separately.

 

3. Over the past twelve months, how many people have been provided with
interim accommodation pursuant to s.189 (b) of the Housing Act 1996?
Please see answer above.

 

4. Over the past twelve months, how many homeless applicants have had
their personal property protected by the local authority? Information not
recorded.

 

5. Please state the average length of time that the homeless applicant’s
personal property is stored by the local authority? Information not
recorded.

 

6. Please provide details of the average cost of storing a homeless
applicant’s personal property? Information not recorded.

 

7. Under what circumstances do the local authority protect the personal
property of homeless applicants? Please refer to attachment ‘Furniture
Storage – Homeless Applicants Policy’. Please note that third party
personal data has been redacted in accordance with S40(2) of the FOIA.

expressly ask the homeless applicant, whether they need their personal
property protected? As above.

Information on making an application and assistance for those at risk of
homelessness or homeless, can be found on Wandsworth Council’s website.

light of the above, we judge that this information is exempt from
disclosure under S21 of the FOIA, which covers information that is
accessible by other means.

 

11. Please provide a copy of the local authorities policy regarding
protecting the personal property of homeless applicants? Please refer to
attachment ‘Furniture Storage – Homeless Applicants Policy’. Please note
that third party personal data has been redacted in accordance with S40(2)
of the FOIA.

 

12. Please disclose a copy of the council's homeless procedures manual or
policy document followed by housing solutions officer at its homeless
service centres/ homeless persons offices? Please refer to the two
attached policies on Domestic Violence, and Homelessness 16-17 year olds
approaching as homeless in Wandsworth. Please note that third party
personal data has been redacted in accordance with S40(2) of the FOIA.

 

13. Please detail over the past three years, the number of complaints that
have been made by homeless applicants because of the Council’s failure to
protect their personal property? One.
