Staffordshire County Council did not receive the correspondence. Although it clearly shows that an email went to Jenny Dodd, it does not clearly state what email address this went to. Jenny has confirmed that she did not receive the email and therefore we can only guess that it went to an incorrect email address. Jenny did not attend and we are unaware that anyone else within Staffordshire County Council received the correspondence/ emails you mention or attended the meeting.

Dear Access Information,

Can you please clarify the following points;

1) Given Mrs Dodd's private membership is reliant on her position as an Elective Home Education employee (as AEHEP is only open to local authority employees or those specifically invited) for Staffordshire County Council local authority and she uses her local authority email address in order to communicate with other local authorities in this lobbying group, it cannot be said that "it does not relate to a County Council function" as S436 and S437 fall under County Council and not Borough Council jurisdiction and these services cannot be outsourced to private companies.

So with that in mind;

Do Mrs Dodd's views match those of Staffordshire County Council or are her views her own?

2. Do the meetings take place in work hours?

3. Are e-mails responded to within work hours?

4. Do the meetings take place in local authority buildings?

I understand that you did not receive a response to the below email and I apologise for this. The information you have requested is not actually held by the authority for the purposes of FOI however, Mrs Dodd has confirmed that the answer to all of your questions is that meetings usually take place during working hours, emails are sometimes responded to within working hours and meetings sometimes take place in LA buildings.
