I hope you are well. Could you please treat my request for the information below as a formal request under the Freedom of Information Act 2000.

Please could you provide the following information on Disabled Facilities Grants (DFGs) or similar grants provided under your discretionary Housing Assistance Policy:

1a. The total number of referrals from occupational therapists received for home adaptations in the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

1bi. The total number of households means tests completed for home adaptations in the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

1bii. How many potential applicants did not proceed with making a grant application following a means test in the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

1c. The total number of formal applications received for home adaptations in the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

1d. The total number of formal applications approved in the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

1e. The total number of grants completed in the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

For the questions below, please could you specify which average measure you are using, whether it is median or mean. However, the median would be preferable.

2a. What was the average number of working days from first contact for someone to receive an initial assessment from an occupational therapist (or similar person) in each of the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

2b. What was the average number of working days between someone receiving an initial assessment from an occupational therapist (or similar person) and the date of
the referral to the housing department/ district council in each of the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

2c. What was the average number of working days between the date of the referral to the housing department/ district council and the date of the formal grant application in each of the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

2d. What was the average number of working days between the date of receipt of the formal application and the certified/ completion date of installing the adaptations in each of the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until 30th September 2021?

3a. If the council is currently using its discretionary powers to provide additional funding in addition to the maximum DFG amount, please state what the new figure is and what legislation has been used to increase the figure.

I am writing in response to your request dated 19/10/2021. This has been
dealt with under the Freedom of Information Act 2000.

 

The Council’s response to your specific questions is set out below:

 

1a. The total number of referrals from occupational therapists received
for home adaptations in the financial years 2018/19, 2019/20, 2020/21 and
2021/22 until 30th September 2021?

 

18/19 = 2293

19/20 = 2102

20/21 = 1606

21/22 = 1009 (to 30/09/2021)

 

1bi. The total number of households means tests completed for home
adaptations in the financial years 2018/19, 2019/20, 2020/21 and 2021/22
until 30th September 2021?

 

18/19 =  1065

19/20 = 1045

20/21 = 771

21/22 = 595 to 30/9/21

 

1bii. How many potential applicants did not proceed with making a grant
application following a means test in the financial years 2018/19,
2019/20, 2020/21 and 2021/22 until 30th September 2021?

 

We have presumed that this question is asking how many people didn’t
proceed as a result of their means test. Not simply the number of cases
which didn’t proceed for any reason, where the client was means tested.

 

18/19 = 12

19/20 = 21

20/21  = 17

21/22 = 10 to 30/09/2021

We have used the Mean average number. Our system works on calendar days,
not working days

 

2a. What was the average number of working days from first contact for
someone to receive an initial assessment from an occupational therapist
(or similar person) in each of the financial years 2018/19, 2019/20,
2020/21 and 2021/22 until 30th September 2021?

 

18/19 = 35.74 calendar days

19/20 = 38.27 calendar days

20/21  = 116.12 Calendar days

21/22  = 112.04 calendar days to 30.09.2021

 

2b. What was the average number of working days between someone receiving
an initial assessment from an occupational therapist (or similar person)
and the date of the referral to the housing department/ district council
in each of the financial years 2018/19, 2019/20, 2020/21 and 2021/22 until
30th September 2021?

 

Unfortunately, our systems are unable to output this data. However, it is
usually only a matter of a few days between the assessment and the request
being received at the housing team.

 

2c. What was the average number of working days between the date of the
referral to the housing department/ district council and the date of the
formal grant application in each of the financial years 2018/19, 2019/20,
2020/21 and 2021/22 until 30th September 2021?

 

18/19 = 83 calendar days

19/20 = 86 calendar days

20/21  = 77 calendar days

21/22  = 71 days to 30.09.21

 

2d. What was the average number of working days between the date of
receipt of the formal application and the certified/ completion date of
installing the adaptations in each of the financial years 2018/19,
2019/20, 2020/21 and 2021/22 until 30th September 2021?

 

18/19 =  137 calendar days

19/20 = 160 calendar days

20/21  = 128 calendar days

21/22  = 71 calendar days to 30.09.21

 

3a. If the council is currently using its discretionary powers to provide
additional funding in addition to the maximum DFG amount, please state
what the new figure is and what legislation has been used to increase the
figure.

 

We do not have an upper figure. We consider funding of all recommended
adaptations, each on their own merit. This is achieved via our powers
under the Regulatory reform (housing assistance) (England and Wales) order
2002.
