I am writing to kindly request the following information under the Freedom of Information Act. Could I please have the below request preferably within an Excel spreadsheet?

- The addresses of all Registered Residential HMO properties
- The expiry date of the licence for each property
- The last actual registered number of occupants that each property currently holds
- The maximum number of occupants for property
- The names of the owners/licence holders of those properties and the correspondence address OR the registered "licence holder address" of the owners referred to.

Thank you for your correspondence in regards to your request for
information in which you requested a review of you case, which was
received on 18 February 2021.

 

First of all I would like to apologise that you have been dissatisfied
with the service that you have received in regards to your request for
information.

 

Whilst we always endeavour to provide a service that customers are happy
with, I am extremely sorry that in this instance we have failed to do so.

 

In order to address this, the processing of your request for information
has been reviewed, and the case has been discussed with the original
responding officer.

 

Set out below details of the findings in relation to your complaint.

 

Chronology:

 

·         07/02/2021 – you request is received by Walsall council. in this
you requested the following:

 

- The addresses of all Registered Residential HMO properties

-  The expiry date of the licence for each property

- The last actual registered number of occupants that each property
currently holds

- The maximum number of occupants for property

- The names of the owners/licence holders of those properties and the
correspondence address OR the registered "licence holder address" of the
owners referred to.

 

·         08/02/2021 – A response is issued to you providing you a link to
the information requested that is already in the public domain (council
website).

 

Elements of Your Complaint:

 

Having reviewed your case and your correspondence where you detail why you
are dissatisfied, we have identified there is 1 element or issues that
have been raised:

 

Not all information requested was supplied (specifically, the link did not
work)

 

Each of these has been detailed and responded to below. 

 

1)      The Link you were sent did not work, and therefore the response
has not been provided.  

Having checked the response that was issued to you, it appears that the
link as provided did not include a final underscore (_) after the number 4
in the address.

As such, the link as sent would not work.

 

This element of your complaint has therefore been Upheld

I am extremely sorry for this error and can assure you this was an
entirely accidental oversight by the officer who issued the response.

I believe this may also be exacerbated by the fact that emails sent to
‘What do they Know’ are converted in to simple text and this may not
actually recognise the underscore without another character above it.

 

To assist you I include the link again:

and confirm this has been tested both internally and externally.

 

Should you still have an issue with this, please check that the last
character of the address in the address bar is an underscore (_) and if
not, please add it and this should correct the error.

 

As learning from this appeal I can confirm that this will be discussed in
our next service meeting to ensure that links that may cause issues are
checked before they are issued.

 

Again I would like to offer my sincere apologies for the fact that you
have been unsatisfied with the service you have received from us in
response to your Subject Access Requests.

 

I hope that the information provided above and in the attached documents
