Chorley Council have replied separately:-

Clarification over spend at Birmingham's Council House

We just wanted to make a clarification after it was reported online and on social media that the council had spent £4,273.95 for room hire and catering at Birmingham’s Council House.

This expenditure is for the Civica Financials User Group Annual General Meeting for which a representative from the council chairs, we also act as treasurer.

All local authorities using Civica Financials pay an annual subscription (on average £100) to the User Group Treasurer, which is us and which covers meeting expenses such as this room hire and catering.

As the user group isn’t a legal entity in its own right, we act as the lead authority in order for the group to be able to reclaim VAT. Therefore the expenditure is in Chorley Council’s name but all costs are fully funded by the user group subscription fee.

The amount Chorley Council pays towards this group is £100 per year.
