In this document, it states "Finally, the meeting was reassured that Harrow residents could continue to use Hillingdon Amenity sites and that the demand for Hillingdon First cards was to restrict access from out of London potential users."

Please could you provide:

1. All communication with the London Borough of Hillingdon regarding the HillingdonFirst scheme since January 2007.

2. What information specifically led to this statement in the Greener Harrow meeting?

Thank you for your request.

The information I provided at the Greener Harrow meeting was based on
conversations I have had with equivalent waste officers in Hillingdon.
There has been no written or electronic communication.

My understanding of the Hillingdon First card is that it entitles
Hillingdon residents to various discounts and privileges on production of
the card. My understanding is that production of the card at Civic Amenity
sites will mean residents can deposit waste free of charge. Without a
card, residents and non-residents will be subject to a charge. At present
this is only being applied to Hillingdon's CA Site in Harefield, which has
a large flow of waste in from district councils in Herts - and very little
from other West London Waste Authority (WLWA )boroughs.

Within the WLWA area, there is a long-standing agreement that constituent
authorities accept waste from each others residents - as disposal costs
are shared.

I do not know if Hillingdon intend to extend this policy to all their
civic amenity sites.

To clarify, this is not specific to point 2 and Greener Harrow. Point 1 was the council as a whole.

Just to confirm, no one from Hillingdon Council have never contacted anyone from Harrow Council in relation to the HillingdonFirst scheme at all since 2007 in any context?

between Harrow and Hillingdon on this scheme.

I have made enquires about any communications between Harrow and Hillingdon staff with regards to the Hillingdon First scheme and to the best of my knowledge there have been no communications.

If you have anyone working on a similar scheme within Harrow or are looking into it, please could you confirm that they have not had any discussions with hillingdon directly or via a 3rd party (e.g. smart-Tran/bracknell council).
