Hilbre island work costs
Dear Staff at wirral borough council
At a recent FOI request the costs for the "repair" of the area around the cave at shell beach / Hilbre Island was given as £ 65.000
https://www.whatdotheyknow.com/request/h...
In the report for the scrutiniy committee meeting on 24th September 2019 point 4.1 states the costs as £85.000 - plus further costs to follow.
Can you please let me know
1.Which figures are correct,please.
2. What works are included in the costs?
3. Are all the hours, extra staff ( area manager from parks and open spaces, Ranger etc) spent on the island
with monitoring and cleaning operations included in the price? If not how much extra wages need to paid?
4. Wirral community patrol also deployed extra resources at Dee Lane to wait for signs to be put up, inform residents etc. This happened over the bank holiday weekend. I was told that WBC officers receive double or triple amount of pay during those weekends. Is that correct?
Yours faithfully,
Birgitta Kuhlmann-Müller

In response Wirral Council can advise as follows.
1. The total of original contract sum was £77,455.66, which
included a pre-contract payment of £9,000 for the pre-ordering the sand
stone (due to the long delivery dates). A revised order was placed for
£68,455.66 for the main body of the works (excluding the pre-ordered
stone). The estimated cost was subsequently reduced to £56,515.41 +
£9,000 (pre-ordered stone) = £65,515. This was the contract cost as given
in the previous FOI you referred to.
2. Included in those costs were the following:
o Professional Fees charged @ 17% £11,137
o Safety Signage, supervision of site following fire, site access
equipment, safety barriers came to a total of £8,141.09
The amount given at Overview & Scrutiny Committee was an estimate based on
the safety signage, barriers, clean up that was activated i.e. £85,000.
We can confirm that the actual amount charged to date is £84,793.
3. No additional wages were paid to Parks & Countryside staff.
Time off in lieu (TOIL) will be given to those that worked additional
hours.
4. 1x (one) extra Officer was required for 3x (three) hrs in
addition to the officers on duty. In line with Council policy officers
receive double time for Bank Holidays.
We trust this fully answers your enquiry.
Yours sincerely

Dear Wirral Metropolitan Borough Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Hilbre island work costs'.
Thank you for providing me with answers to my questions.
I have however some queries.
I have written my Comments / further questions below your response.
1. The total of original contract sum was £77,455.66, which
included a pre-contract payment of £9,000 for the pre-ordering the sand
stone (due to the long delivery dates). A revised order was placed for

stone). The estimated cost was subsequently reduced to £56,515.41 +
£9,000 (pre-ordered stone) = £65,515. This was the contract cost as given
in the previous FOI you referred to.
Why was the estimated cost reduced and by whom?
2. Included in those costs were the following:
o Professional Fees charged @ 17% £11,137
o Safety Signage, supervision of site following fire, site access
equipment, safety barriers came to a total of £8,141.09

Why wasn't there safety signage and supervision before the fire?
3. No additional wages were paid to Parks & Countryside staff.
Time off in lieu (TOIL) will be given to those that worked additional
hours.
How much TOIL will be awarded?
4. 1x (one) extra Officer was required for 3x (three) hrs in
addition to the officers on duty. In line with Council policy officers
receive double time for Bank Holidays.
Thank you.

PLEASE FORWARD ALL FOI RESPONSES TO [Wirral Borough Council request email]
Dear Ms Kuhlmann-Muller
Thank you for your follow up enquiry below. Although you have requested
an internal review, it is considered that you have posed new
questions/sought additional clarification rather than expressed
dissatisfaction with our original response. We have therefore answered
your new queries on that basis , thus allowing for an internal review to
be carried out if subsequently required.
Please see below our response to your follow up questions.
Why was the estimated cost reduced and by whom?
Response: The estimate was reduced by the Structural Engineer managing the
project as the items priced were no longer required i.e. bespoke hanging
scaffold, crane hire, other structural works
This often happens during projects and are captured under architect’s
instructions.
Why wasn't there safety signage and supervision before the fire?
Response: The safety signage was specific following the fire; the
supervision was to ensure that debris was cleared following the fire and
that safety barriers and signs remained in situ.
How much TOIL will be awarded?
Response: To date no officer has made a request for time off in lieu.
We trust this now fully satisfies your enquiry.
Yours sincerely
