Dear Mr Lawrence    

I refer to your recent email dated 21^st October 2019 requesting the
following information under the Freedom of Information Act 2000 (“FOIA”):

“Could you please inform me of the following, using the latest data that
you have available.

a) The top 10 largest total debts owed to SLC by individual students. If
multiple courses have been undertaken by one individual, then the sum of
the cost of those courses.
b) The top 10 individual student accounts that have accrued the largest
amount of interest.
c) The number of customers who have accounts totaling over £100,000.”
Response

Please refer to the attached spreadsheet for the information that you have
requested.  

Please refer to the notes at the bottom of the table on the “results” tab.

The debt/balance figures (which are inclusive of interest) are exceptional
cases, and not reflective of the average level of student loan debt for a
student on the standard three course higher education course journey.
 Customers may be in receipt of several student loan products, starting
with an Advanced Learner Loan for a further education course, moving on to
higher education funding for an undergraduate course, then a postgraduate
Master’s course, then a postgraduate Doctoral course.  Other factors which
are relevant include customers who have received funding for multiple
courses, including more than one higher education course before the
introduction of the Equivalent or Lower Qualification policy, customers
who have received funding under multiple plan types, customers who have
received additional years’ funding due to Compelling Personal Reasons, or
customers who are on courses of 5/6 years in length.  All of the
individuals have received student finance in line with the statutory
framework applicable to them at the time funding was awarded and paid.  

Internal review process

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original request and should be addressed to the Freedom of Information
