Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Office for Nuclear Regulation's handling of my FOI request 'High Level Risks'.

Louise.
I disagree that (at your first of five reasons why the ONR can not disclose the 5 High Level Risks identified by The ONR) where you state that the "safe-space" would disappear in which the ONR could consider, discuss and develop policy and strategy in relation to those 5 risks if the public knew about the 5 high level risks. You confirmed that 5 high level risks exist and that the ONR has information about them.

I say that the ONR would still be able to consider, discuss and develop policy and strategy options if the public knew about the 5 risks. That is unless it is ONR's intention to cover-up the 5 high level risks.

I disagree with your second reason: "development of thinking must take place in an arena that is conducive to decision making without outside interference."

I say that this is just the "safe-space" argument again.

I disagree with your third reason to refuse disclosure.
I do so because it is the first reason simply repeated in slightly different words. You say: "free and frank discussion within the ONR risks being impeded" (I.e. the safe space will be lost) and that the creation by Government of Policy etc will not be possible. (paraphrasing). This appears to be the same reason as at points 1 and 2.

I accept your reason number 4.

I do not accept your 5th reason not to disclose the detail of the 5 High Level Risks. Your 5th reason is essentially that the information will be published once a safe-space is no-longer needed.

Because the first 3 reasons are effectively all the same I ask you to conduct an internal review.
