Dear Mr Ballinger
Thank you for your information request dated 13 August 2012.
As Coventry PCT is an NHS commissioning body and not an NHS Provider Trust, unfortunately we do not hold the information you have requested as neither health visiting nor nurse practitioner services are managed by the PCT. These services form part of Coventry Community Health Services which come under the responsibility of Coventry and Warwickshire Partnership NHS Trust.
The information you have requested will therefore be held by Coventry and Warwickshire Partnership Trust as the NHS Provider organisation for community health services in Coventry.
The point of contact for FOI requests at the Partnership Trust is: Naomi Wills, Head of Information and Governance and you should e-mail your request to: [email address]
I am sorry that we have not been able to assist you further on this occasion.
Yours sincerely

Dear Freedom Of Information (5MD) COVENTRY PCT,
Thank you for informing me that you no longer have a provider function. However, what happened to the information prior to this schism. Was it not retained under data retention requirements?
Yours sincerely,

Dear Mr Ballinger
Thank you for your e-mail dated 18 August 2012.
Under the Government's Transforming Community Services (TCS) programme, all the provider services of Coventry PCT have been transferred to provider NHS Trusts. Coventry and Warwickshire Partnership NHS Trust is the service provider for the resources referenced in your FOI request. Staff who were transferred under Transfer of Undertakings (protection of employment) Regulations to these organisations retained continuity of employment and their records were electronically transferred in their entirety as part of a 'technical de-merge' programme.
As the staff you have identified in your request are now part of a different organisation, Coventry PCT is, rightly, not allowed access to their historical data as it would compromise the data protection of staff in the receiver organisation who were never part of Coventry PCT.
I hope that this explanation is helpful to you.
Yours sincerely
