Has the planned & overdue Workforce Planning system been implemented?

Please provide an update of the current position with regard to the IT for Workforce Planning (shift & rota planning):

1.Has the Workforce Planning software (for Police shift & rota planning) yet been implemented by Southwest One?

2. How much is budgeted for the Workforce Planning software?

3. Has the scheduled payment to SW1 for the Workforce Planning module been withheld? If so, how much has been withheld to date and has interest been charged?

4. If the Workforce Planning IT is still not yet delivered or functioning fully, has any formal dispute over this issue taken place between the Police/PCC and IBM (for SW1)?

Dear Mr Orr

 

I write in connection with your request for information dated 26^th
September concerning information systems.

 

Specifically you asked: “Please provide an update of the current position
with regard to the IT for Workforce Planning (shift & rota planning):

Q1. Has the Workforce Planning software (for Police shift & rota planning)
yet been implemented by Southwest One?”

 

The first phase, to upgrade the constabulary’s roster application has been
successfully completed. The next phase, to interface it to SAP to complete
the solution which IBM are committed to deliver is now in the design
phase.

“Q2. How much is budgeted for the Workforce Planning software?”

 

As previously disclosed, IBM is already contracted to deliver Workforce
Planning under the contract already signed and paid for under the
transformation programme.  It was budgeted for in 2007 when the original
SAP solution was ordered from IBM. Therefore there is no specific budget
for workforce planning.

“Q3. Has the scheduled payment to SW1 for the Workforce Planning module
been withheld? If so, how much has been withheld to date and has interest
been charged?”

 

The final SAP payment has been withheld and remains withheld until the
final phase is successfully delivered. The amount is £371,750. No interest
has been charged.

“Q4. If the Workforce Planning IT is still not yet delivered or
functioning fully, has any formal dispute over this issue taken place
between the Police/PCC and IBM (for SW1)?”

 

IBM has been held to account for delivery and the final payment withheld
until delivery is complete. This has been managed formally under the
contract provisions. It has not been necessary to enter into formal
dispute resolution procedures or expensive legal proceedings as the
constabulary and IBM have worked together to find a solution.

Capita (supplier) who acquired NSPIS HR DMS (package) v9.0.3 to and then
from August 2014 Capita (supplier) Origin v20 (new name for the upgrade to
DMS)
