Dear Nuclear Decommissioning Authority,

I am writing to you to request information under the Freedom of Information Act 2000. In order to assist you with this request, I am outlining my query as specifically as possible.

I've read numerous reports and seen numerous maps that specify that ILW & LLW nuclear waste is stored at the Harwell Campus in Oxfordshire. I'm unable to find a map that specifies where the waste is stored, nor can I find the specification for which is it is stored (i.e.- depth, tunnel construction) or volumes involved.

Could you please provide me specific details of the Harwell site of:
1. A map outlining where the nuclear waste is stored
2. The volumes and types of nuclear waste stored at these sites
3. The specification of the locations in which the nuclear waste is stored (i.e.- depth, barriers used)
4. How long the nuclear waste is due to be stored at these sites
5. Future plans for additional waste on the Harwell site

I would be grateful if you could confirm in writing that you have received this request. I look forward to your full response within the statutory 20 working days.

1. A map outlining where the nuclear waste is stored

For security reasons we cannot make a map of the waste locations available to you (s.24 of the Freedom of Information Act 2000 and r.12(5)(a) of the Environmental Information Regulations 2004 are applicable). In applying these exceptions we have considered the “Public interest” and concluded that it would not be in the ”Public Interest” to release exploitable information which could be detrimental to site security.

As Harwell was a nuclear research facility, many of the buildings on the site contain radioactive wastes which will be recovered and removed during the decommissioning process. While the site was operational licensed disposals of radioactive materials also took place at a small number of locations on the site.

2. The volumes and types of nuclear waste stored at these sites

The types and quantities of stored radioactive materials are detailed in the UK Inventory of Radioactive Waste see https://ukinventory.nda.gov.uk/

3. The specification of the locations in which the nuclear waste is stored (i.e.- depth, barriers used)

For security reasons we cannot make this information available to you (s.24 of the Freedom of Information Act 2000 and r.12(5)(a) of the Environmental Information Regulations 2004 are applicable). In applying these exceptions we have considered the “Public interest” and concluded that it would not be in the ”Public Interest” to release exploitable information which could be detrimental to site security.

Wastes are stored in a variety of facilities, typically in metal containers in appropriately licensed buildings. During the decommissioning process they will be recovered and either sent for disposal or placed in the single modern storage facility now under construction, depending on the levels of radioactivity associated with them. Plans also exist for the remediation of areas used for licensed disposals of chemicals and radioactive materials.

Although the cost figures and timescales are no longer current, there is significant information about the various facilities in the 2013 Lifetime Plan for the site, which is currently available on the Magnox website: https://magnoxsites.com/publications

4. How long the nuclear waste is due to be stored at these sites

We currently plan to hold intermediate level wastes in store until a national disposal facility becomes available.

5. Future plans for additional waste on the Harwell site

In 2012 we announced that we planned to consolidate some wastes from Culham and Winfrith into the modern ILW store under construction at Harwell. There are no current plans to move other wastes to the site.
