The Council when considering applications by Gypsy Travellers for development of land uses guidance in the National Planning Policy Framework and the Local Plan.

Gypsy / Travellers can either be actively nomadic or have a ethnic origin that had a culture of nomadism. Please identify for each site if the Council consider the site to be occupied by nomadic Gypsy / Travellers based on the Planning Policy for Traveller Sites (2015) or ethnic Gypsy Travellers (based on the definition in the Housing Act) and identify the number of pitches occupied by each type of Gypsy on each site based on either the Secretary of States definition or the definition in the Housing Act.

Yours faithfully,

Stuart Hardwicke Carruthers

Dear Right2Know,

the following from one of the Council's Local Plan documents might be of assistance

Gypsies and Travellers Local Plan Document
Sustainability Appraisal Scoping Report
Equalities Impact Assessment Scoping Report
February 2014

4.35 The gypsy and traveller population in Greater Norwich contains many households
who do not travel (78%). This is mainly due to a combination of a desire to settle, for
family members to receive education and the lack of opportunities to travel
elsewhere. Of those that do travel, only 35% of respondents reported that they use
transit sites.

Yours sincerely,

Stuart Hardwicke CARRUTHERS
