We are responding to your query outside of the Freedom of Information Act 2000 provisions because the information you have requested is not recorded information held by the MoJ.

The Guide to Coroners Services is a guidance document published by the MoJ. The guide is used to help bereaved people understand the role of coroners and inquests following the death of a loved one.

It would be helpful if you could explain what do you mean by "non-compliance" of the publication in order for us to provide you with an accurate response.

The guide for service users by the MOJ explains standards to be adhered to - who enforces those min standards ?
and where are breaches of those standards to be reported to by service users? and addressed by whom?
Who adresses failures to comply with those stated standards?
What action can be taken to address such breaches ?

Thank you for your further email of 2 February regarding the MoJ Guide to
Coroner Services (the Guide).

 

As I explained in my previous email, the Guide is designed as guidance on
coronial processes to assist anyone who comes into contact with coroner
services. It is not statutory guidance; it merely aims to provide
information to those involved in coronial investigations to help them
understand the process and their rights. 

 

Section 11 of the Guide explains how to complain about the standard of
service received or the coroner’s personal conduct. Pages 29-30 explain
that if you want to complain about the standard of service you have
received (including the standards in the Guide not being met), you should
first write to the coroner, and copy their letter to the local authority
which funds the service.

 

If you are still dissatisfied after receiving a response you may complain
to the Local Government Ombudsman.

 

The Guide also explains that if you are dissatisfied with a coroner’s
personal conduct you should normally raise this in the first instance with
the coroner concerned. If the coroner is unable to deal with your
complaint satisfactorily, you may complain to the Judicial Conduct
Investigations Office (JCIO). The JCIO is an independent statutory office
whose remit is to investigate allegations of Judicial misconduct.

The coroner was suspended so we could not write to him
We wrote to Hammersmith and Fulham they failed to complete the complaints process
The standards in the book state these are the standards you should expect but no one seems to ensure or enforce them and there is no second chance at an inquest
