Please provide a copy of the guidance issued to council staff in the use of plastics, including but not limited to the placing of laminated public notices attached to lampposts, the use of cable ties for that and other purposes, and the guidance on the removal of all such materials and avoidance of their loss and consequent environmental damage. When providing this information please confirm the date of issue and how the dissemination to staff who maybe performing such tasks is confirmed.

Further, please provide a copy of the checking process employed to monitor that all such plastic materials have been retrieved and accounted for once their use is finalised.

Re: help desk request (ticket ref 2019051527000244)

Thank you for your recent request submitted under the Freedom of
Information (Scotland) Act 2002. Please see the information requested
below. 

 Cleansing Services:
Cleansing do not use laminated notices, all notices used by Cleansing are
by way of self-adhesive labels which are normally fitted to waste
receptacles. On the occasion that Cleansing are requested to removed
laminated notices from railings or lighting columns, staff are instructed
to gather all waste items and these are disposed of at our local recycling
facility. Guidance for such a task will be issued verbally by the Charge
hand.

Consumer and Environmental Services:
Consumer and Environmental Services do not use laminate public notices but
sometimes attach permanent signs for dog/litter fouling using cable ties. 
All plastic removed and disposed if signs replaced or reported broken.  No
formal guidance on this. 

If you are dissatisfied with this response you can request the Comhairle
to review this response to your request for information.  You have 40
working days from the date of receipt of this response in which to lodge
this request for review.  A request for review must be processed in
accordance with Part 1 of the Freedom of Information (Scotland) Act 2002,
must be in writing, describe your original request and explain why you are
dissatisfied.  An application for review should be sent to Legal Services
Manager, Comhairle nan Eilean Siar, Council Offices, Sandwick Road,
Stornoway, Isle of Lewis HS1 2BW ([1][email address]).  A
request for review lodged with the Legal Services Manager must be
processed promptly and in any event within 20 working days of receipt.

Should you remain dissatisfied after completion of the review process you
may, within 6 months, apply to the Scottish Information Commissioner,

whether your request for information has been processed in accordance with
