Grass Cutting

Roedd y cais yn llwyddiannus.

Dear Clackmannanshire Council,
Under the Freedom of information act I would like to know who pays for the grass to be cut on the land owned by McCalls kilt factory , part of walker terrace Gardens in Tillicoultry .
I would also like to know why a tree was planted to prevent children playing football on this ground , who paid for it & how much it cost.
Please supply minutes of any meetings regarding this matter

Clackmannanshire Council maintains land at Walker Terrace as shown on the
attached map and therefore the cost of maintenance falls to the Council.

The tree planted on the land was paid for by local residents and did not
incur any cost to the Council.  It was planted to replace a previous tree
on the site.

There are no meeting minutes regarding the matter. although the
Tillicoultry Community Council and local elected members were advised at
the time of planting.  A copy of a letter to the Tillicoultry Community
Council is attached together with correspondence regarding the pricing and
selection of the tree.

Re: Tillicoultry Glen.

I note that you would like to know:
if funds have been made available to allow Tillicoultry Glen to reopen to
the public
if the path through the glen is a public right of way
of any minutes of meetings held regarding plans to reopen the glen
of reasons for the continued closure of the glen to the public

I will answer each of these in turn.

Have funds have been made available to allow Tillicoultry Glen to reopen
to the public

Funds have been made available to work on the path in Tillicoultry Glen.
In 2011-12 £1,613.67 was spent developing the brief for the safety works.
In 2012-13 £43,105 was spent on rock scaling and mapping works.
In 2013-14 £50,000 has been allocated for design and safety works.

Is the path through the glen a public right of way

No - the path through the glen is not  (according to Clackmannanshire
Council and Scottish Rights of Way and Access Society records) an asserted
right of way.
It is however, a core path (number 61) and was asserted by
Clackmannanshire Council in 2009.

Minutes of meetings held regarding plans to reopen the glen/reasons for
continued closure to the public

A variety of meetings have taken place, including internal meetings and
meetings with consultants/contractors. Minutes of these are attached
below.

Reasons for the continued closure of the glen path to the public

The Glen path was closed on the advice of our Legal Services in exercise
of the Council's power under section 15 of the Land Reform (Scotland) Act
2003 to take such action as is necessary to protect the public from
danger. This ongoing danger to the public has been confirmed in
independent expert engineering reports obtained by the Council.

The building is inspected regularly on a monthly basis and we maintain the
building to limit further decline.  Unfortunately the building is not a
priority so we do not fund any proactive planned 'improvement' maintenance
as limited budgets dictate there are higher priorities in schools and
other buildings.

The Council has a requirement to maintain listed buildings and this is
what we are funding alongside our other buildings.

The local community "Tic Toc" are co-ordinating an HLF grant and we are
supporting them in this process to obtain necessary funding for upgrading
as part of a 'work experience / training' programme.
