Governance of LTN delivery

Dear Oxfordshire County Council,

I wish to learn more about the governance of the LTN delivery and evaluation process. In particular, I wish to know what issues have arising during the LTN planning and rollout stage, and how they have been addressed (or planned to be addressed).

Please therefore:
Provide me with any organisation chart that relates to LTN delivery and evaluation. My query relates to all LTNs installed this year or planned for the next two years;

Provide me with the minutes of any meetings, specifically set up to delivery and evaluate LTNs - any steering committee, operations committee etc, evaluation committee. If in doubt, please provide minutes of any body described in any organisational chart, whose responsibility it is to delivery and evaluate the LTNs.

The time period for my query is from 1 January 2021 to today's date.

The Council does not have a specifically appointed body for delivering and
evaluating LTNs and therefore has no such notes or minutes to disclose to
you.

 

For information I do however attach a chart showing the Active Travel
Governance Structure in case this is useful to you.

Dear Oxfordshire County Council,

Further to your recent response that "The Council does not have a specifically appointed body for delivering and evaluating LTNs and therefore has no such notes or minutes to disclose to you.", I am writing to ask you to double- check whether thsi statement is correct. According to an OCC email now shared on Twitter, there is something called a "Headington and Quarry LTN team", working on these proposals.

I therefore find it unlikely that you do not have an equalivant team working on the existing Cowley LTN scheme (an evaluation of which is imminent) , or the planned East Oxford LTN (where a decision on implementation is imminent) Please check again. Please treat this reply as a request for an internal review to your initial response.

relation to 18779 EIR.

 

Unfortunately, the Council has not yet been able to supply you with the
response to the internal review of 18779 EIR but the council can confirm
that it is actively working on it.

 

As previously advised, the Council will respond within the statutory EIR
timeframe of 40 working days, as provided for under Regulation 11(4). For
clarification, this is 16 December but the Council will update you again
on or before Monday 6 December at the latest.

Dear Mr Parnham

 

Thank you for your email dated 23 October.  As you have indicated that you
are not satisfied with the response made by the County Council, the issue
has been referred to me to conduct an internal review.

 

My investigation

 

I have completed the internal review and have looked at the whole request
afresh. I have also looked at how the original response was handled.  On
that latter point, I can see that we replied within the statutory
timeframe. 

 

Your request dated 14 September 2021 asked:

body described in any organisational chart, whose responsibility it is to
delivery and evaluate the LTNs.

The time period for my query is from 1 January 2021 to today's date.

 

In its response, dated 12 October 2021, the council confirmed that it does
not have a specially appointed body for delivering and evaluating LTNs and
therefore has no such notes or minutes to disclose to you.  The council
attached a chart showing the Active Travel Governance Structure for your
information, in case that was useful to you.

 

Following receipt of the Council’s response, on 23 October you indicated
that you were not satisfied with the response as you had seen an OCC email
which had been shared on Twitter which had been signed off by ‘Headington
& Quarry LTN Team’.  You asked the council to check its response to your
original request in light of the email you had seen.  Your request for the
council to check its response has been treated as a request for an
internal review. Please accept my apologies for the delay in responding to
your internal review.

 

Having conducted my review I can advise that LTNs are being developed by 
individuals who come from a number of teams.  There is not one single team
or body which is focused specifically and exclusively on the delivery of
LTNs.  This is typical of a number of council projects.  By way of another
example, emails relating to e-scooters may be signed off by the ‘E-scooter
team’ but the council does not have a team which has been set up
specifically to oversee the council’s involvement in e-scooters, rather it
forms part of the role of a number of individuals.

 

LTNs form part of the council’s countywide active travel programme and the
attachment you were provided with on 12 October shows the council’s active
travel governance structure.  This includes the Active Travel Programme
Board which gives direction, governance and ensures delivery of all
aspects of the county’s Active Travel programme, not just LTNs.
