This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Gwrthodwyd y cais gan Glasgow City Council.

Dear Glasgow City Council,

Can you confirm that Gordon Matheson accompanied Steven Purcell on council business to London during February 2010?

Can you confirm that they stayed at the Kensington Holiday Inn and that all costs were met from the public purse?

Can you confirm that Gordon Matheson was required to escort Steven Purcell back to Glasgow earlier than scheduled as a result of what Mr. Matheson referred to as "a total breakdown" experienced by Mr. Purcell?

Can you confirm that this issue was the subject of discussion and correspondence involving several senior officials of the council? Can you make available all correspondence relating to this matter, particularly correspondence from Gordon Matheson in respect of the "bizarre" behaviour of Steven Purcell that has been reported to have been observed while in London?

Yours faithfully,

Paul Hughes

Dear CED_FOI,

Thank you for your reply, although I have very good information to suggest that the response in respect of Gordon Matheson accompanying Steven Purcell from London to Glasgow is incorrect.

However, can you confirm who did accompany Mr. Purcell from London to Glasgow?

Can you also confirm that, contrary to your assertion that Glasgow City Council has no record of communications in respect of concerns over Mr. Purcell's health and state of mind, that you are indeed in possession of text message communications between Mr. Purcell, Mr. Lironi, Mr. Edgar and Mr. Coleman?

Can you confirm also that you are in possession of e-mail communications between some of these same individuals regarding the same matter?

Yours sincerely,

Paul Hughes

Dear CED_FOI,

As a further point, I note that your confirmation of accommodation relates only to Gordon Matheson - can you confirm where Steven Purcell was accommodated while in London on council business? Can you confirm that an accommodation charge was made and that this charge was met from the public purse? Can you confirm the total cost for accommodation for both Steven Purcell and Gordon Matheson for the period that they remained in London on Council business? Can you confirm when BOTH councillors returned to Glasgow?

Yours sincerely,

Paul Hughes

Dear CED_FOI,

I wish to request an internal review of your decision.

I believe that your assertion, in respect of data protection, is erroneous and that all requested communications should be released.

If I may remind you, the named individuals were representatives of the people of Glasgow, they were furnished with e-mail addresses and I believe mobile telephones as a consequence of the position they had with Glasgow City Council. You cannot justify withholding information that is contained in electronic format when the electronic devices were provided by public funds and with the intention of allowing these officials to operate in public office. Any and all communications of this nature are subject to public consumption and scrutiny.

Please stop being obtuse in this respect and release the requested information.

Yours sincerely,

Paul Hughes
