Gold Standard 1931 & the Exchange Equalisation Account

We're waiting for Matt williams to read recent responses and update the status.

Dear Her Majesty's Treasury,

The public's Gold reserves are managed by the Bank Of England on behalf of the Government. And are held in an Account called the Exchange Equalisation Account (‘EEA’).

A, What equal, equivalent or exemption for making payments in public and private was provided to the public in exchange for the storing of the Gold within this account?

We all know that the bank notes aren't backed by the gold, but are backed by securities. But to show evidence of this? There must have been a type of document acting as evidence and provided an exemption for this economic exchange, a receipt that was provided to the public.
