Dear Bristol 2015 Ltd,

Under the Freedom of Information Act, as an organisation with a majority of its funding provided by public finances, and controlling access to significant public funding, please provide me with the following information:

- How much public money was used by Bristol 2015 in pursuing the Global Parliament of Mayors, to be hosted in Bristol in the Autumn of 2015

- How much public money was used by Bristol 2015 to host and promote the Leadership Summit in October 2015.

- What income generated from the Leadership Summit offset those costs to the public purse?

- Under what criteria were these events considered as appropriate as part of European Green Capital 2015

- How was it planned that the public benefit of these events measured and did it meet the criteria on which it was measured.

- How were the aforementioned events scrutinised for value for public money, and what were the results of any post-event assessment of their value for money?

We refer to your request for information dated 5^th November. Our
responses appear below:

 

How much public money was used by Bristol 2015 in pursuing the Global
Parliament of Mayors, to be hosted in Bristol in the Autumn of 2015.

 

Bristol City Council holds data on the expenditure on the major strands of
the programme, but not at the level of individual events.

 

How much public money was used by Bristol 2015 to host and promote the
Leadership Summit in October 2015.

 

Bristol City Council holds data on the expenditure on the major strands of
the programme, but not at the level of individual events  Our report to
Audit Committee on 27^th November identifies a total of £1.7m allocated to
the overall Summit Programme, which includes the Business and City Leader
Summits held in October, as well as the Youth Summit and COP21.

Information relating to income generated by Bristol 2015 Ltd is not held
by Bristol City Council.

 

Under what criteria were these events considered as appropriate as part of
European Green Capital 2015

 

The EU’s objective for the European Green Capital Award is for title
holders to act as role models, inspiring and sharing experiences with
other cities. Three objectives were developed for  our Programme:

 

·         Local empowerment: to work with existing initiatives, networks
and local communities to ensure that the value of sustainable living is
delivered across Bristol’s neighbourhoods, businesses and the voluntary
sector, resulting in attitude and behaviour change.

 

·         International Reach: To build Bristol’s global profile as the
UK’s most pioneering, sustainable city and region, to encourage exports,
investment, tourism and economic growth.

 

·         Sustainability leadership: For Bristol to become the leading
forum for UK, European and global exchange in sustainability expertise, in
the lead up to the 2015 UN Conference on Climate Change.

 

The Summits were designed to contribute in particular to the objectives of
Sustainability Leadership and International Profile.

 

How was it planned that the public benefit of these events measured and
did it meet the criteria on which it was measured.

How were the aforementioned events scrutinised for value for public money,
and what were the results of any post-event assessment of their value for
money?

 

                With regard to these last two requests for information, we
have identified that section 22(1)(a) is engaged, in relation to          
  the information that you have requested. Section 22(1)(a) of the FOIA
confirms that:

 

                "Information is exempt information if the information is
held by the public authority with a view to its publication, by the  
                authority or any other person, at some future date
(whether determined or not)."

 

We will report on the activities of the year in March 2016.
