Dear Glasgow City Council,

Could you provide myself with details from the 'Public Register' details for Private Hire Taxis registered with yourself within the Glasgow City Council area consisting of the following:

1.Plate number
2.Vehicle type
3.Licence holders name
4.Licence holders address

Please note I am asking for details from the 'Public register', this information consisting of the same data set is readily available for other Council areas on this website so I foresee no limitations on the request.

Dear FOI Reviews,

Thanks for your response to my Freedom Of Information request. With respect to item 4 the Licence Holders address you quote "section 1 of the Freedom of Information (Scotland) Act 2002" in respect of personal data I would imagine data contained on a Public Register would fall outwith this remit as it is Publicly available, other local authorities have released this information even via their web portals - many on this site surely you do not suggest the are acting illegally?

As to whether someone can call in person and view details at 45 John Street Glasgow this should not hinder the information made available via the internet ie; the same Data Protection applies to paper and electronic form.

Hopefully you can clarify this matter.

I refer to your e-mail of 10 October 2017.

The obligation to publish a register is defined in paragraph 14 of schedule 1 of the Civic Government (Scotland) Act 1982, however, there is no legal obligation to publish in this register the home addresses of individuals.

You haven't disclosed any specific reason as to why you want individual home addresses therefore legitimate interest has only been assessed broadly in applying the Data Protection Act exemption.

If you are able to explain why you want this information your request will be reconsidered as per the Scottish Information Commissioner's guidance on the release of personal data.

Dear FOI Reviews,

I refer to your email of 16th October 2017.

The reasoning behind my request for individual home addresses (or as the case unfolds one address) is such that I had been informed of a Licence application that had an element of 'fraudulence' which not only pertained to the address supplied - but possibly other factors which I will not list on a public window for obvious reasoning.

I was therefore using due diligence to confirm the information supplied to myself was in fact accurate before I took any further appropriate steps with such. Clearly if I had 'Substance' ie; confirmation of these details then I could have taken further action.
