Thank you for responding. I dispute that this data should take you more than 3.5 days to gather and I would ask to review this decision internally. I am aware that complaints are stored electronically, and as such I cannot see how a simple summary by some geographical indicator should take more than a few minutes, much less days.

In order to satisfy my request without undue burden, I would also propose the following narrowing of the request / method of fulfilment:

Sampling randomly from the 551 complaints received in March only, I would ask you to have 1 person spend a minimum of 1 day recording the postcode area (ie first 1 or 2 letters of the postcode) associated with the complaint.

I would be happy to receive this as a simple list without any further processing/aggregation on the part of HMRC. A random sample can simply be taken to mean the order received, or any other arrangement of the records that is not geographic in nature.
