Your request for information made under the Freedom of Information Act
2000 ('the Act') for information relating to gambling shops has now been
considered. In accordance with the Act, as the information for questions 1
and 2 is already publicly available, this email acts as a Refusal Notice
and details of the exemption applied and how to obtain the information is
as follows:

 

Exemption under section 21 – Information accessible through other means

 

Information the exemption applied to:

1. Location of the betting shops (Address and postal code).

2. The name of the owner of a gambling shop.

 

Reason for applying the exemption:

All of the London Borough of Havering’s Gambling Act licenses can be found
on our public register via the mapping system link below

Public Interest Test;

This exemption is not subject to the public interest test.

 

 I am unable to provide you with the specific information you require for
questions 3, 4 and 5.   This is because the cost of locating and
retrieving the information exceeds the 'appropriate limit' as stated in
the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
It is estimated that it would take in excess of 18 hours to comply with
your request.

 

I have been advised by Licensing that in order to obtain information each
record would need to be manually reviewed.

This is approximately 56 records allowing 20minutes per record = 19 hours

20 mins x 56 = 1,120/60 = 19 hours

19 hrs x £55.00 = £1,045.00

 

You may wish to refine and resubmit your request so that it reduces the
cost to within the 'appropriate limit'.

 

You have the right of appeal against our decision.  If you wish to appeal

Thanks for your reply. I appreciate you taking time to look into this.

Let me refine my request to suit the requirements better:
I want yearly data (2009 onwards) on premises register i.e. name and location of the betting shops. Also, I would need exact dates of any new premises opened/closed/ownership changes since 2009.

The mapping systems works great, but that only provides current data on names on locations - I need this data 2009 onwards.

I made this request to all 33 Boroughs in London few days ago. I have been provided this data already by Ishlington Borough and Enfield Councils free of charge:

I requested gambling shop data from all 33 borough councils in London. I have successfully received data from 27 of them - free of cost [link below]. So, I am assuming it is not very expensive to collect the data. However, my request has been denied on grounds of being too expensive.
