My FoI request is for the tender pack which would have been sent to

Birmingham City Council invites organisations to apply for inclusion on the tender list for the supply and distribution of fresh fruit and vegetables and free range eggs to approximately 500 delivery points throughout the city of Birmingham.
The framework will be awarded for a period of 2 years with the option to extend for 12 months to 1 supplier. The 12 month extension will be subject to satisfactory performance.
The framework will be made available to all the local authorities and public bodies based within the west Midlands boundaries.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous.
Tender. Organisations wishing to apply for the tender documents must notify the City Council of their interest no later than 12:00 hours on Friday, 7th September 2012. In return organistions will be sent tender documentation which must be completed and returned no later than Friday, 21st September 2012. Tenderers will be required.
To supply to the authority evidence showing their economic and financial standing, technical ability including satisfactory policies and documentation for race relations, environment impact and health and safety. When executing the contract in the UK the successful tenderer will be required to comply with the recommendations.
Of the ‘Code of Practice for the Elimination of Racial Discrimination and the Promotion of Equality of Opportunity in Employment’ published by the Commission for Racial Equality. Under this contract the contractor will be required to support the contracting authority’s economic and social regeneration objectives.
