I would like to make a request for the freedom of information act on how many complaints were made in and around Cornwall and the Liskeard area, between the dates of 2015 and 2018

Cornwall Council is made up of many different services and additionally,
wholly owned companies who are responsible for areas such as housing and
highways. Your request will be logged by the Central FOI team and in most
cases will be forwarded on to the relevant service or wholly owned company
to respond directly.
There may be some instances where we will need to contact you in the order
to clarify parts of your request. In this instance we will not be able to
progress your request until clarification has been received.
Under the Act, we will be unable able to process any request where the
actual cost to the authority in terms of staff hours comes to more than
£450. If this is the case we will help you to narrow the request to take
it under any cost limit. In a small number of other cases, a charge may
apply such as with certain environmental information, but we will let you
know if this applies.
We deal with around 2000 FOI/EIR requests for information each year, with
the cost to the Council (not to the customer) ranging between £25 and £450
per request. You may be able to find the information by checking previous

by checking the Council's website at www.cornwall.gov.uk. Therefore if you
do subsequently find the information you require by this method and no
longer wish us to process your request, please do let us know.

1. Please define "frequency noise" - Are you referring only to complaints about low/high frequency tones or just general noise complaints?
2. Please define “in and around” and the “Liskeard area”. We group complaints by Parish.

Hi, my definition of the noise is of both very high pitched frequencies as well as a deep low tonal frequency which starts up early evenings it hightens and lessons throughout the evenings then all night, vibrations also felt under foot and through all furnishings ..
Secondly im in Liskeard PL143HX area
Start up of all the frequencies both high and low with vibrations ongoing since 2015

Since the beginning of 2015 an unusual heavy duty low frequencies/Bass noise and vibrations(idling diesel generator) has been enveloping my entire home environment with start up machanical motor sound evenings and then all night heavy Bass noise including vibrations felt through all furnishings and ground level, as a result I have been suffering from serious sleep deprivation and also health problems this has had a profound effect on my entire life and daily sleep deprived management the noise is very stressful and had been picked up on environment monitoring equipment as unusual frequencies and an idling diesel generator although this had been communicated to me by word of mouth by the environmental health person.. this is an intolerant torturouse noise nuisance which has been persistent for four years now

I am still being tormented by LFN which sounds and feels more like an idling deasel truck outside my house vibrations is also felt and this all started up early 2015 im at a loss as where to go next with this obtrusive sleep deprivation noise and request it being investigated more thoroughly and to also find whether anyone else has problems in Liskeard with with this regular night time torturing machanical noise ..

Since the beggining of 2015 my home environment has been subjected to intrusion of a machanical source of vibration and Bass LFN causing me to be subjected to sleep deprivation and having to wear ear protection at night every night, on occasions a motor is audible from an adjoining wall, start up motor like a hovercraft is frequent throughout the night followed by a low wave/pump sound at worst occasionally a motor is heard all night making sleep impossible with its torturing vibrations its the vibration which makes sleeping impossible the LFN i can now tollerate no person should be subjected to this form of intolerable sleep depriving noise ..which has now been masked/watered down to what i had been subjected to at the begging of this noise pollution where i advised of its source

Your original FOI was replied to on the 17^th of January 2019. On the
18^th of March this year you followed up that response with a request for
an Internal Review. This Internal Review was terminated as you
communicated directly with an Environmental Protection Officer from
Cornwall Council and agreed that it wasn’t the FOI response you were in
fact dissatisfied with it was the level of investigation that you required
in relation to the noise nuisance you were suffering. Once we agreed to
investigate the matter further with you, you were happy for the internal
review to be terminated.
As we are now several months down the line please would you clarify what
part of the FOI response you are dissatisfied with so we can fully
investigate the complaint. Or, as last time, are you making contact with
us as the noise is still a problem to you and you are in fact requesting
Cornwall Council investigate the noise further?
