Freedom of Information request - Software Systems

1. What Software Systems are currently used by the Council (please identify each system if more than one is used) for:
• Programme and / or Project management?
• Risk Management recording and reporting
• Performance Management reporting
• Freedom of Information recording and tracking

2. When do the contracts expire for each software system used?

3. Do you have any planned changes or upgrades of the software currently used? If so, when?

4. How much does each system cost including both the initial licence fee and the annual charge?

5. If you do not have a system how are programmes and projects managed currently?

6. How (which procurement route or framework) was the contract initially tendered and when was this tender awarded?

7. If no software or tendered contract is in place currently are you considering tendering or purchasing further software within the next 12 months? If so via which procurement route or framework would you be using?

8. How many users / licenses for each system have you purchased for each system?

9. Who is the person responsible for the identified Software Systems? Please provide full name, title and contact information if possible.

Good afternoon Allan,

I am currently researching this request and have discovered that the term "project management" is a relatively loose term and would attract the cost exemption if applied in this wasy. This is due to a number of different parts of the organisation running "projects" independently of each other and I would need to query each manager separately to ascertain all the required information.

I have also consulted our contracts register and there is no record of a formal "project management" contract other than for external consultants.

To make your request more manageable and in line with our s16 duties, could I please ask that you restrict your request to those projects which would be managed by our Corporate Transformation Team?

Further to this, would it be reasonable to assume that the "performance management" aspect of your request relates to the performance of the individual project rather than all staff (which would again take it over cost)?

Finally, I am able to advise that we use MS Dynamics for the management of our FOI requests and as this is a subset of our customer services database there is no additional cost other than for a small number of licences.

Please advise re the above and I will endeavour to provide a response as soon as possible. I apologise for the delay already incurred.

I write with reference to your e-mail in which you requested information in respect of our software and procurement processes.

We have considered your request under the terms of the Freedom of Information Act and can advise you that we do hold information in relation to your request. However s12 of the FOI Act provides that a public body is not obliged to comply with a request where it considers that to do so would exceed the cost limits afforded by the Act.

In this instance, information cannot be retrieved within the cost limitations as some software purchasing is devolved to individual business managers and thus to retrieve all relevant information would require investigation of each business area. This would exceed cost.

However, to assist you with your request, we would advise that our IT software is predominantly sourced through our shared services agreement under the LGSS framework. LGSS publish contracts awarded on a publicly available register which is located at:
