Dear Buckinghamshire County Council,

Under the general requirements of the Freedom of Information Act 2000, I would be grateful if you would provide the following information in relation to Winchbottom Lane between Heath end road and Wycombe road.

- Dates of all safety inspections undertaken on the carriageway in the two years preceding 06/02/2014

- Details of all carriageway defects identified during safety inspections in the two years preceding 06/02/2014

- Details of how carriageway safety inspections are undertaken, including whether walked or driven, the speed of the inspection vehicle and the number of persons in the vehicle.

- The intended frequency of carriageway safety inspections.

- Details of all complaints and/or enquiries relating to the carriageway, received in the two years preceding 06/02/2014

- The hierarchy classification.

- The road/section number.

- The defect intervention criteria adopted in relation to the identification of all categories of carriageway potholes.

- The time period(s) adopted between identification and repair (temporary and permanent) of all categories of carriageway defects.

- Whether or not Buckinghamshire County Council has formally adopted all or part of the standards contained within the national code of practice for highways maintenance management.

Your request for information has now been considered and the information you have requested is as follows and attached.

The dates of the safety inspections carried out on Winchbottom Lane, Flackwell Heath, as well as all defects identified and complaints received for the two years preceding your request dated 6th February 2014, are detailed in the attached copy documents. (Please note that our database records this length of carriageway as Winchbottom Lane, Flackwell Heath which extends from Heath End Road to Wycombe road ). If however, you require more information covering a different section of Winchbottom Lane please do not hesitate to contact us.

Winchbottom Lane is an unclassified road and numbered U676. As such inspections are carried out at least once a year. In this particular case carriageway inspections are carried out two times per year. There is no road section number.

Safety inspections of the carriageway are undertaken from a moving vehicle travelling at a maximum speed of 20mph with two persons present in the vehicle due to the classification of the road.

Hierarchy classification: This road is deemed to be maintenance category 4b which is an Urban/Rural Unclassified road.

The defect intervention criteria for a category 1 carriageway defect is 40 mm or greater in depth and 300 mm in length or width.

The time period for a repair to be carried out after identification of a category 1 defect would be within a period of 24 hours for a pothole that meets the above criteria. If a temporary repair is undertaken to a category 1 defect, then a permanent repair will be carried out within 28 days. Other, less severe defects or larger structural problems will be programmed for appropriate repair over a longer time period, generally between 7 to 28 days, or as part of a routine maintenance programme and would depend on the severity of the defect.

The Council's current inspection policy was originally reviewed and set in accordance with the National Code of Practice following it's publication in 1989.

As we are sure you will be aware, the recent adverse weather conditions have led to the rapid deterioration of many roads across Buckinghamshire, indeed across most of the UK. The conditions were extreme and the marked increase in reporting road defects has evidenced this.

Buckinghamshire County Council as the Highway Authority has done everything, so far as reasonably practicable, in all circumstances, to deal with the situation and comply with our maintenance and inspection procedure. The Council has diverted substantial sums of money to engage additional resources to repair this unexpected and unprecedented amount of damage and our teams continue to work diligently throughout the county to find and repair these problems.
